- The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Insurance Endorsement Processing Support Services. �The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is �561110 Office Administration Services� which has a SBA size standard of $8M.� The applicable Product Service Code is R610- Support Administrative- Personal Property Management. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Submission Requirements:� If you believe you are capable of providing the services and are a small business, kindly submit a White Paper no longer than 10 pages in length which: Describes your organization capability strengths to support HUDs requirement. Describes your organization capability weaknesses to support HUDs requirement. Describes your management process to obtain/recruit and retain talent requiring background investigations and to meet fluctuations in workloads reflected in changing FHA market conditions. Describes your knowledge and experience with HUDs Federal Housing Administration (FHA) loan binders for Home Equity Conversion Mortgages (HECM) and/or forward mortgages. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by close of business April 2nd, 2020.� All responses under this Sources Sought Notice must be emailed to Sara.T.King@HUD.gov. Background:��The U.S. Department of Housing & Urban Development (HUD)/Federal Housing Administration (FHA) Office of Housing, generally known as �FHA� provides mortgage insurance on loans originated and underwritten by FHA-approved lenders.� The FHA mortgage insurance endorsement services is one of critical processes to ensure underwritten loans meet certain requirements established by the FHA for insurance. These services are currently performed by Mortgage Assistance and Acquisitions Group, LLC, and 8(a) small business, under SBA requirement 0353/16/604925, HUD contract DU205NC-16-D-02.� The services are paid by HUD based upon each file processed; each file is one unit and priced as a Firm-Fixed Price. General Description of Work: The Contractor shall review and process FHA case binders (electronic and hard copy binders) for endorsement.� The contractor shall determine whether files submitted for insurance endorsement are in compliance with HUD requirements, as follows: Review the submitted case file(s) and verify that FHA Connection reflects accurate data. Only complete files must be endorsed and forward endorsed files to Insurance Endorsement contractor EGS to ship to Archive/Denver Federal Records Center. All files should be endorsed and/or issue/reissue Notice of Return (NOR) within three business days of assignment.� Only utilize the HUD-FHA HOC approved endorsement review checklists and policies & procedures.� Contractor must review all information in FHA Connection (FHAC) system against appropriate source documents in a file. FHAC Insurance Application Screen FHAC Home Equity Conversion Mortgage (HECM) Insurance Application Screen The contractor must not endorse a file if a lender(s) has not entered data into the FHAC Insurance Application and Appraisal Logging screens or If the lender did not log the appraisal report has not logged. For each file that must be returned to lender(s), the contractor must complete a designated form or letter that explains reason(s) for return and data entry reason(s) for return in the FHA Connection Notice of Return (NOR) and/or Case Warning screen. The return file form or letter must be attached to a file and it must be placed in a specified designated area. Return to lender file(s) must be recorded on the HOC�s Return Log and forward return file(s) to the Insurance Endorsement Support contractor for shipping back to lender(s).� Case file(s) must be appropriately stamped by the contractor as �endorsed� and/or �notice of return (1st NOR, 2nd NOR and/or 3rd NOR)� and must be clearly marked ""Special Program (i.e., 203(k), HECM, CONST/PERM, or 203(h), etc.).� If file(s) require technical review, the outside of a case file must be annotated and packed in a designated area. The contractor must review a case file in its entirety to ascertain all reasons for rejections per the HOC approved HECM Pre-Endorsement Review Checklist or the HOC approved forward mortgage Pre-Endorsement Review Checklist; Notice of Return (NOR) must be issued by completing a designated form or letter that explains reason(s) for return and data entry reason(s) for return in the FHA Connection Notice of Return (NOR) and/or Case Warning screen. (NORs and all other applicable forms must be fastened to the outside of a file and the file must be returned to the designated area.) The contractor must scan all case binders in TransAccess and/or Taptrack to the locations designated by the Contracting Officer�s Representative and/or HOC�s management officials. Contractor Shall Provide Additional Processing to HECM Files: Review all the information on the FHA Connection HECM Insurance Application Screen or, CHUMS DE HECM Auxiliary Screen and the Mortgage Insurance Certificate (HECM) Screen against the appropriate source documents in a case binder. If a case file is insurable, then pull the original 2nd Note and the original/certified true copy of the 2nd Mortgage/Deed of Trust and insert these documents into a newly created supplemental binder. Write the FHA Case Number on the left side of the folder tab in the supplemental binder.� Mail the supplemental binder. Pull and attach a printed Mortgage Insurance Certificate with a certified true copy of the Loan Agreement and mail the binder to the Lender, or put the file in the designated area. � Pull and attach the Notice to the Borrower with a certified copy of the Loan Agreement and mail the binder to borrower(s) or put in designated area, as needed. � Stamp FHA Case Binder on the outside as ""endorsed� and placed in the designated area. if a file does not comply with endorsement requirements, then issue Notice of Return (NOR), fasten the NOR on the outside of a binder, and place a binder in the designated area Contractor shall review case binders for acceptable documentation and data integrity in the FHA Connection system.� The following are considered as unacceptable and critical endorsement errors: Endorsing a loan under wrong case number. Endorsing a loan with wrong mortgage amount or interest rate. Endorsing a loan with incorrect name(s) of borrower(s). Endorsing a loan with incorrect lender�s name. Endorsing a loan that should be NORed for missing documentation (late payment letter, pay history, incorrect data entry). For cases involving escrow of funds for repair or other requirements, review Form HUD-92300 for date of issue and completeness, contractor shall annotate the outside of the case binder as an ""Escrow Repair� and enter the dollar amount of the escrow into FHA Connection Insurance Application screen.� Contractor shall scan checklists related to electronic case binders and upload them into the FHA Connection system.� Contractor shall log the Closing Package into either the CHUMS screen (E-A- Direct Endorsement, Closing Package Logging) or the FHA Connection. Files to be archived and shipped to Archive/Denver Federal Records Center must be placed in archiving/shipping boxes. Each box must be placed in a designated area. _ FHA Single Family issues Handbooks, Mortgagee Letters, other instructional letters, desk guides and HUD Notices that are posted on HUD�s Internet Web pages (https://www.hud.gov/program_offices/administration/hudclips/handbooks/hsgh) or the DHOC�s Internet Web pages including but not limited to, the most current editions of the following HUD Handbooks: 4155.2, Lenders Guide to the Single-Family Mortgage Insurance Process (Superseded in part by HUD handbook 4000.1) 4000.1, FHA Single Family Housing Policy Handbook (Online) 4235.1, Home Equity Conversion Mortgages Performance Standards Contractor shall follow the checklist with 100% accuracy. Review and endorse case binders within 2 days Cases reviewed and endorsed over the 2 days will be subject to disincentive.
