Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) January 7, 2020 36A776-20-AP-0654 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of a New Bed Tower addition at the James A. Haley Veterans Hospital in Tampa, FL Phase II 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of a New Bed Tower (NBT) addition at the James A. Haley Veterans Hospital (JAHVH) in Tampa, FL. This requirement supports VHA's mission by providing contractor support services to help bring the NBT of the JAHVH medical campus into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (24) twenty-four months. The NBT will enhance the adjacent VA Community Outpatient Clinical adding (5) five additional levels that will incorporate (96) ninety-six medical/surgical single patient rooms, (40) forty intensive care units (ICU) and spaces for support, education, and canteen services. Clinical services include but are not limited to: Acute Nursing Service Administration; ICU Coronary Nursing Units; ICU Medical Nursing Units; ICU Surgical Nursing Units; In-Patient Pharmacy Storage; Medical/Surgical In-Patient Units; and Enrollment and Eligibility. The NBT will be adjacent (east) to the Hospital and south of the Community Living Center. The work required under this requirement is expected to consist of the following services in support of this new facility activation: Project Management Services; Furniture Fixtures and Equipment (FF&E) Planning Support; Acquisition Services; Concept of Operations (CONOPS) and Transition Planning; Warehouse and Warehouse Management Services; Activation and Transition Services. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring new medical facilities into full planned operations. Phase One Pre-Planning was completed under a separate contract. The primary goal of the Phase Two Initial Outfitting, Transition, and Activation (IOT&A) contract is to ensure that the NBT is fully outfitted and prepared to provide full operations on Day One (the first day clinical services are scheduled to be available to Veterans). The Day One date is currently estimated to be 05 January 2022. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about 01 February 2020. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 24 February 2020. Solicitation initial posting date and the closing date are subject to change as necessary.
