Description
The Department of Defense, Defense Information System Agency (DISA) intends to negotiation a firm fixed price purchase order, on a sole source basis, with TeleGeography Research for Wholesale Bandwidth Pricing, Global Bandwidth Research Services, and Local Access Pricing Services, and Ethernet Pricing Service software being used in the DISA mainframe environment under the authority of Federal Acquisition Regulation 13.106-1(b).�� TeleGeography Research is the Original Equipment Manufacturer (OEM) and only source for the Wholesale Bandwidth Pricing, Global Bandwidth Research Services, and Local Access Pricing Services, and Ethernet Pricing Service software.� TeleGeography Research owns all proprietary rights to the source code and has not released the product source code to any authorized third party vendors to sell, lease or maintain.�� Wholesale Bandwidth Pricing, Global Bandwidth Research Services, and Local Access Pricing Services, and Ethernet Pricing Service software support DISA IE and their management of circuit leases.� If a new software were integrated, it would result in the Government losing its investment in the current infrastructure, as well as extensive application re-writing for the supported DISA customer.� In addition, extensive re-training of DISA techinicians whho support this software would be required if the software functionality could be replaced.� The major negative impact of discontinuing the specific software would be DISA�s inability to benchmark DISA circuit requirements and compare cost average to industry competitive rates.� In summary, no other software product can meet the Government's technical capability needs in a cost effective manner at this time.� This requirement is expected to be award April of 2020. The North American Industry Classification System (NAICS) code for this acquisition is 541519, and the size standard is $30,000,000.00. No solcitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement.� The Government will consider responses received by 12:00 pm (EST) on April 2, 2020. Inquiries will only be accepted via email to juan.d.santizo.civ@mail.mil.� No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement in the future.
