- Description
- The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, and Women-Owned small business concerns. The proposed North American Industry Classification System (NAICS) Code for this procurement is 562111 solid waste collection and the annual size standard is $41.5 million, per the business size standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at https://www.acquisition.gov/browse/index/far). Performance Period: The contract term will be a base period of twelve (12) months and four (12-month) option periods, for a maximum of 60 months.� Only the base period of the contract will offer a minimum guarantee.� If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.� Performance periods are as follows: Description Performance Period Base period 01-Nov 2020 to 31-Oct 2021 First Option Period 01-Nov 2021 to 31-Oct 2022 Second Option Period 01-Nov 2022 to 31-Oct 2023 Third Option Period 01-Nov 2023 to 31-Oct 2024 Fourth Option Period 01-Nov 2024 to 31-Oct 2025 Work Requirements: The requirement is for a Contractor to provide all labor, management, supervision, tools, material, and equipment required to perform Tire and Wood Material Collection to include vegetative wastes, Disposal and Recycling at all Naval Base Guam Activities and tenants, and other U.S. Military Activities or DoD/federal agencies at various activities/locations, Guam, M.I. The work shall be performed at various locations and may vary from location to location.� The following is an example of the dispersion of work at the various locations. �������� Andersen Air Force Base, Guam �������� Naval Base Guam Telecommunications Site, Guam �������� Naval Hospital, Guam �������� Naval Base Guam Munitions Site, Guam �������� Naval Base Guam Apra Harbor, Guam This sources sought is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought and request for information does not commit the Government to contract for any supply or service whatsoever. The government is not at this time seeking proposals and will not accept unsolicited proposals. Instructions for Interested Parties: All interested sources, please complete and return the attached Market Research Questionnaire. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. All information provided will be kept confidential and will not be disseminated to the public. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to the information submitted. At a minimum, please address the following in the Market Research Questionnaire: COMPANY PROFILE to include all of the following: (1) Company name, address, website address, telephone number, and size and type of ownership for the organization; (2) Company point of contact (including title, telephone and fax numbers and email address); (3) DUNS Number and CAGE code; (4) Size Standard; (5) NAICS information; (6) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organization should address the administrative and management structure of such arrangements. RELEVANT EXPERIENCE: Provide a minimum of two (2) projects or up to a maximum of five (5) projects. Please list contracts that your firm is currently performing, as well as those you have completed within the last five years. Submitted projects should demonstrate experience performing similar type lease and maintenance work (size and scope). Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond by 4:00 P.M., Chamorro Standard Time (ChSt) on 03 April 2020. Responses to this Sources Sought Notice shall be emailed to Donovan J. Merfalen at donovan.merfalen@fe.navy.mil.� Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
