W912HV-20-Z-0022; Sources Sought & Market Survey Introduction:� The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Build (DB) requirement to replace approximately ten (10) generators at the following military installations in Okinawa, Japan:� Camp Foster, Camp Kinser, Camp Courtney and Marine Corps Air Station (MCAS) Futenma. This announcement is being issued for market research purposes only. The purpose of this announcement is to identify local sources capable of performing this project and to receive market survey responses from those firms to assist the Government in acquisition planning. This announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.� This is NOT a solicitation.� The Government will not pay for any information provided as a result of this market survey.� This Sources Sought Announcement is intended for local sources only.� Local sources are those companies physically located and authorized to perform construction work in Japan.� Firms interested and capable of performing the type of work associated with this announcement are highly encouraged to submit a response (submission requirements are located within this notice).� INFORMATION ABOUT THE PROJECT: Project Title: ESR 005-19 Replace Generators and Construct Housing Project Location: Camp Kinser, Camp Foster, Camp Courtney, and MCAS Futenma, Okinawa, Japan NAICS Code: 236220 Commercial and Industrial Building Construction (Changed�from:�238110 Poured Concrete Foundation and Structure Contractors) Magnitude of Construction Project: Between $1,000,000 and $5,000,000 (�100,000,000 and �500,000,000) Projected Advertisement: May 2020 Projected Award: September 2020 Project Description:�� This Fiscal Year (FY) 2020 Marine Corps Operation and Maintenance-funded project is located at various Marine Corps Camps in Okinawa. This DB project scope of work includes replacing emergency generators, automatic transfer switches, related conduit and wiring; minor repairs to existing generator housing facilities, and the construction of a new generator housing facility.� More details can be viewed in the DRAFT Specifications. NOTE: The DRAFT Specifications and Drawings included in this Notice are provided for INFORMATIONAL PURPOSES ONLY. �Interested firms are cautioned that ALL attachments to this notice are provided in DRAFT FORMAT and subject to change. Estimated Period of Performance: �660 calendar days from receipt of Notice to Proceed.� Proposed Procurement Method:� �POJ anticipates issuing a firm-fixed-priced, request for proposal (RFP) solicitation to fulfill this FY20 construction requirement. �The Government anticipates awarding a contract to the responsible Offeror whose proposal represents the best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) source selection procedures. Local Sources:� �This requirement is for local sources only.� �Local sources are those sources physically located and authorized to perform construction work in Japan.� USACE �Contractor Application� Requirement: ���Firms who have not submitted a Contractor Application to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District website: https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application form.� Such firms shall be required to complete the aforementioned contractor application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� This documentation must be submitted prior to or at the time of proposal submission to allow Japan Engineer District to verify your company as a �Local Source.� System for Award Management (SAM):� In order to be eligible for award of Government contracts, contractors shall be registered in the SAM Database. https://www.sam.gov Effective April 29, 2018, a notarized letter is required to be sent to the Federal Service Desk (FSD) on all CURRENT registrants at System for Award Management (SAM) who have a requirement to update data on their SAM record.� The notarized letter is mandatory and is required before the FSD will activate the entity's registration.� Instructions concerning this procedure can be accessed from the FAQ link at the SAM website https://www.sam.gov.� See attachment, �SAM Header� for the screenshot showing where the FAQ link is.� The FAQ link will take you to the FSD website.� According to the instructions, international entities are required to send, in addition to the original notarized letter, a scanned copy to the FSD.� Submit a service ticket (use the Web Form) at the FSD website https://www.fsd.gov to send a scanned copy.� Entities will need to create an account at the FSD website in order to utilize the Web Form. �=============================================================================================== Submission Requirements for responses to this Market Survey:� �Interested local sources are requested to complete the attached Market Survey and email the completed form no later than 4:00 P.M., April 6, 2020, Japan Standard Time (JST) to the following individuals:�� jack.t.letscher.civ@usace.army.mil khristina.m.sandoval.civ@usace.army.mil The information provided will be used within the U.S. Army Corps of Engineers to facilitate decision making and will not be disclosed outside the agency.
