The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for a General Air Traffic and Technical Operations Research (GATTOR) Laboratory Support Solutions.� All work shall be accomplished in accordance to the Statement of Work. The General Air Traffic and Technical Operations Research (GATTOR) Laboratory conducts a variety of aerospace human factors research focusing on the assessment of individual differences in relation to job requirements in mission- and safety-critical occupations such as Air Traffic Control Specialist. The GATTOR Laboratory provides support throughout the AAM-500 Division, focusing on measuring cognitive and non-cognitive abilities through enhanced data collection methodologies. The laboratory is in need of system upgrades to meet the demands of new research requirements.� The lab upgrades will support multiple program efforts and will provide new capabilities to run studies that cannot currently be conducted on site at CAMI due to the lack of specialized hardware and software. Three main areas of emphasis exist within the scope of this acquisition: Remote Tower (RT) Research � Human performance data Tower Simulation Based Performance Measure � Re-recording scenarios Tower Simulation Based Performance Measure � New requirements requiring hardware and software to integrate the COVATCH into the lab. Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) 6973GH-20-R-00079 for instructions for preparation and submission of proposals.� This procurement is set-aside for small business concerns.�� The NAICS code applicable to this requirement is 541511, Customer Computer Programming Services.� The business size standard for this NAICS by dollars is $30.0 Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (April 10, 2020).� Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� Proposals must be received electronically by the FAA Contracting Officer, kimberly.sites@faa.gov, no later than 3:00 p.m. CT, Friday, April 10, 2020.� Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC.� Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, ""Late Submissions, Modifications, and Withdrawals of Submittals,"" any proposals received after the due time and date of 3:00 p.m. CT, Friday, April 10, 2020, will not be considered.� In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind.� The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
