- Description
- The U.S. Trade and Development Agency connects Americas private sector to infrastructure projects in developing and middle-income countries. USTDA accomplishes its mission by funding feasibility studies, technical assistance and pilot projects that integrate the expertise and innovation of American companies. The Agency also connects overseas buyers with U.S. sellers through its reverse trade missions, industry conferences and workshops. Unique among federal agencies, USTDA is mandated to promote the participation of U.S. industry in infrastructure projects at the critical early stages when design choices and technology options are being defined. In support of this mission, the evaluation function within USTDAs Program Monitoring & Evaluation Office (M&E Office), is seeking the services of a monitoring and evaluation contractor (Contractor) familiar with export promotion and/or foreign assistance programs that can evaluate and report the outcomes of USTDA-funded activities. The selected Contractor will be asked to perform and manage the evaluation of anywhere between 150 to 400 USTDA activities, providing individual reports for each, as well as a final report summarizing all work performed under this performance work statement. The contractor can also recommend how to strengthen USTDAs evaluation processes, methodologies, and measurements. These services will help the M&E Office to collect the data and information required for qualitative and quantitative analysis that identifies the most effective ways to leverage the Agencys funding and inform the Agencys decision-making processes. See the attachment entitled 1131PLRCP71086 SF1449.pdf.
