Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), Earthquake Science Center (ESC) intends to negotiate a purchase order with R.T.Clark of Oklahoma City, OK for 112 quantity SmartSolo IGU-16HR 3C nodal seismographs and some auxiliary equipment as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. R.T.Clark is, to the USGS� knowledge, the only source U.S. distributor of the brand SmartSolo seismic sensors. The Earthquake Science Center (ESC) of the USGS currently owns 268 SmartSolo IGU-16HR 3C nodal seismographs, related software, and requisite auxiliary equipment to make the seismographs functional. ESC needs additional seismographs for studies related to seismic imaging and earthquake monitoring. Although we are aware of no other manufacturer that has similar nodal seismographs, if similar equipment were purchased by ESC, there could be differences in the nodal seismographs that would result in recorded data that would be incompatible with data recorded from our existing nodal seismographs. Such mismatched data could lead to large errors in interpreting 2 and understanding the recorded data. If the solicitation will include the FAR clause at 52.225-3, Buy American Free Trade Agreements Israeli Trade Act, or an equivalent agency clause, insert the following notice in the synopsis; One or more of the items under this acquisition is subject to Free Trade Agreements. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334519 Other Measuring and Controlling Device. Responses or inquiries shall only be accepted through electronic mail addressed to Cheryl Ciccarelli, Contracting Officer, cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than March 26, 2020. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. Salient Characteristics. We request the purchase of 112 SmartSolo IGU-16HR 3C nodal seismographs (112 nodes), auxiliary equipment, and shipping. Each nodal seismograph must: (1) contain internal 3-component (vertical and 2 horizontal) seismic sensors; (2) have internal 5-Hz natural frequency sensors, with a proven recording range from at least 4 seconds to 750 Hz. The sensor must have <0.1% distortion at 12 Hz (at angles of 0o � 10o), damping of 0.7, and sensitivity of 77 V/m/s or less; (3) have an internal battery that can be changed by the operator in the field; (4) have no external wiring; (5) contain an internal GPS system for timing (1 ppm) and location; (6) have timing accuracy of plus or minus 10 microseconds when GPS disciplined; (7) have 24-bit ADC resolution; (8) have operator-chosen sampling rates of 0.25, 0.5, 1,2, and 4 milliseconds; (9) have pre-amplifier gain from at least 0dB to 36dB in 6 dB steps; (10) have an operating temperature range of -40 o C to +70 o C or better; (11) have total harmonic distortion of < 0.0002% at 0dB gain or better; (12) be dust/waterproof to IP67 standard or better; (13) have data storage volumes of at least 64 GB; (14) weigh no more than 6 lbs (including the geophone and internal battery); (15) have a battery operating life of at least 30 days when the temperature is 25o C and the sampling rate is 2-ms and battery life is up to 60 days for segmented recording; (16) have batteries than can be recharged in less than 6 hours; and (17) have a battery charging temperature range of +3 o C to +40 o C or better. Furthermore, (a) the batteries must be chargeable separately from the sensor and data storage unit using small (16-unit or smaller) SmartSolo chargers, and data from the nodal seismographs must be downloadable using small (16 unit or smaller) SmartSolo data harvesters.
