Description
The Department of Navy, Naval Information Warfare Center (NIWC) PAC, intends to issue Request for Proposal (RFP) No. N66001-20-R-0002. The Networks Division (Code 55100) at Naval Information Warfare Center, Pacific (NIWC Pacific) has identified requirements for engineering and technical services in support of networks, communication systems, sensors, applications and information systems that are currently operational, under development, requiring upgrades or theoretical evolutions. The networks and systems described and referred to in this Performance Work Statement (PWS) are specialized afloat, ashore and airborne networks that enable net-centric operations including Command and Control (C2) in naval, joint, allied or coalition operations. NIWC Pacific Code 55100 develops and validates Concept of Operations (CONOPS), Tactics Techniques and Procedures (TTP), protocols, security posture, and architectures on networks which operate both within the overall United States exclusive military/government domain with extension into the public realm, and leverages commercial networks and information assets. More importantly, networks provide the gateway to achieving information dominance in the cyberspace domain, and for Net-centric operations achieving warfighter superiority. NIWC Pacific Code 55100 anticipates work that will include assessing and analyzing new capabilities, and the derived development of performance and functional requirements to specifically annotate overall product requirements. Developing network architectures and robust system designs at the Enterprise and tactical level which will address interfaces and interaction internal and external in the system as well as the creation of requisite DODAF Documents. Systems engineering and project execution in developing, building, integrating, and sustaining networking components to realize designed systems functionality and provide mature work products, engineering documentation and reviews. Software development related to the design of new capabilities or extension of existing capabilities associated with networks and communications systems, including their automation. The procurement will result in a multiple indefinite delivery, indefinite quantity (IDIQ) contracts with cost- plus-fixed-fee (CPFF) and cost (no fee) pricing arrangements. The period of performance will include a three-year base period and four one-year option periods. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services, and the Small Business Size Standard is $38.5 million. The security requirement for this tasking will be up to and including Top Secret and Sensitive Compartmented Information. The work performed by the Contractor will include access to unclassified and up to Top Secret/SCI data, information, meetings, and spaces. This requirement will be competed on a full and open basis. This is a follow on requirement to contracts N66001-16-D-0203 through N66001-16-D-0208. NIWC Pacific anticipates that the final RFP for N66001- 20-R-0002 will be released on or around 2 April 2020. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e- commerce.spawar.navy.mil under SSC Pacific ""Open Solicitations."" Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
