- THIS SOURCES SOUGHT REQUEST FOR INFORMATION IS ISSUED FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT CONSIDERED A SOLICITATION. The purpose of this sources sought/RFI is to gain knowledge of potential qualified contractors that are able to meet the requirements of the following Statement of Work: STATEMENT OF WORK VA Central Western Massachusetts, Leeds, MA Annual Landfill Monitoring and Reporting GENERAL The Vendor shall conduct environmental sampling, testing and analysis of the closed VAMC Landfill in Leeds Massachusetts in accordance with the Massachusetts Department of Environmental Protection permit requirements (Landfill DEP Permit 9-12-2011) and sampling protocols below and shall prepare a written post-closure Landfill Monitoring and Maintenance Report in conformance with Massachusetts Department of Environmental Protection requirements reporting the results of this sampling, testing and analysis. Vendor proposal shall include all equipment, material, and labor necessary to complete all work in accordance with the requirements below for one (1) base year and four (4) option years. Place of Performance: All work shall take place at the Northampton VA Medical Center located at 421 North Main Street, Leeds, MA 01053-9764 Period of Performance: one(1) base year plus four(4) option years. ENVIRONMENTAL MONITORING In accordance with 310 CMR 19.132, the Vendor shall perform environmental monitoring in accordance with Massachusetts Department of Environmental Protection permit requirements as specified in Landfill DEP Permit 9-12-2011. Monitoring shall be completed annually prior to May 1st (2020 2024), and the report submitted within 60 days of the monitoring event. Sample locations shall include: Surface water locations SW-1, SW-2, SW-3 and SW-4; Groundwater wells MW1S, MW1D, MW2S, MW3S, MW4S and MW4D; and Surface leachate at locations LC-1 and LC-2. Prior to field sampling, Vendor shall conduct site visit to locate each sampling point specified above. Groundwater monitoring wells, surface water and leachate locations shall be sampled and analyzed annually. The monitoring shall be completed prior to July 1st of each year. Parameters shall include those specified in 310 CMR 19.132 (1) (h) including: Groundwater samples shall be analyzed for dissolved metals; Leachate and surface water samples shall be analyzed for total metals; VOCs, as outlined in 310 CMR 19.132(h)(3&4) by EPA Method 82608, plus methyl-ethyl-ketone, methyl-sobutyl-ketone, acetone, and 1,4 dioxane; SVOCs by EPA Method 8270C; Pesticides by EPA Method 8010A; Unknown peaks having intensities greater than five times the background intensity shall be identified; Surface water samples shall not be collected within 48 hours of a significant precipitation event; and Trip blanks shall be collected for VOC analyses. Analytical methods used shall have detection limits below the applicable Massachusetts Drinking Water Standards & Guidelines or Massachusetts Surface Water Quality Standard. The detection limit for 1, 4 dioxane shall be 0.3 ppb or less. For groundwater and surface water sampling results, if exceedances of applicable standards occur, the VA shall resample in accordance with 310 CMR 19.132 (1) (j), unless specifically not required by this Permit or approved by MassDEP. The resampling requirement shall not apply to the secondary MMCLs, (i.e. iron and manganese), unless MassDEP specifically directs the VA to resample. Resampling shall also not apply to groundwater monitoring wells when the exceedances are consistent with historical results, unless MassDEP specifically directs the VA to resample. Retesting may be limited to the group of parameters (indicator, inorganics, VOCs or SVOCs) for which exceedances occurred. Results of all environmental monitoring shall be submitted in a written Landfill Certification Report to MassDEP and the Northampton Board of Health within 60 days of the scheduled sampling event in accordance with 310 CMR 19.132 (1) (f) and (4) (d). The report shall include a written text that summarizes the results, documents historical trends and describes any exceedances of the Maximum Contaminant Levels (MCLs and MMCLs). The report shall also include tabular or graphical presentation of the data including MCLs or other applicable standards, detection limits, analytical data sheets and historical summary (tabular or graphical) of past results for each monitoring location. Landfill gas monitoring is not required at this time. The VA shall notify MassDEP of the existence of damaged or destroyed environmental control systems or monitoring devices and the extent of the damage and shall take the required actions in accordance with 310 CMR 19.133 (1) (c). Based on the results of each sampling round, MassDEP may evaluate the scope of the sampling program and reserves the right to require additional investigations, including the installation of additional groundwater monitoring wells, installation of additional gas monitoring wells, an increase in sampling frequency and/or the completion of additional sampling if deemed necessary. Monitoring wells that are to be abandoned, damaged, or no longer usable shall be decommissioned in accordance with the MassDEP's ""Standard References for Monitoring Wells"" (WSC-310-91). Shallow wells shall be pulled and grouted and bedrock wells shall be tremie grouted with cement-bentonite grout. Prior to any well being abandoned, the VA shall obtain approval from MassDEP. Well logs and a certification report shall be submitted to the Department within sixty (60) days of the decommissioning. MAINTENANCE INSPECTION Perform the third-party maintenance inspection, in accordance with the Closure Certification Approval/Determination, dated September 12, 2011. Submit inspection findings as part of this annual monitoring report. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought notice are not considered adequate responses for a solicitation announcement. Responses to this sources sought/RFIare due by 10 am EST time on March 30, 2020. Responses to this notice shall be submitted via email to issa.shawki@va.gov. Telephone responses shall not be accepted. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The NAICS code for this requirement is 541380 and a small size standard of $15,000,00.00
