Small Business, Service Disabled Veteran Owned, Veteran owned, Women Owned, etc Email Address Phone Number Physical Address Capability statement pertaining to Scope of Work Title of Project: NeuroStar Transcranial Magnetic Stimulation (TMS) Treatment Sessions Background: The Lebanon VA Medical Center (LVAMC) has a recurrent need for the purchase of Treatment Sessions for the NeuroStar Transcranial Magnetic Stimulation (TMS) System to address the treatment needs for Veterans referred to Behavioral Health and Science (BH&S) for TMS treatment. LVAMC currently uses the NeuroStar TMS system to treat patients referred with a diagnosis of depression. Around 33% of the population receiving treatment within BH&S has a diagnosis of depression. Neuronetics is the sole manufacturer and distributer of NeuroStar. LVAMC needs additional treatment sessions to be loaded onto the NeuroStar TMS device. The sessions allow the device to operate so that referred Veterans receive TMS treatment for their depression. Scope of Work: The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. Contractor shall provide Treatment Sessions to be upload onto the existing NeuroStar Transcranial Magnetic Stimulation (TMS) System and deliver within 30-days from the date of notice of contract award to the Lebanon VA Medical Center. NeuroStar TMS is a non-invasive neuromodulation therapy and requires no anesthesia or sedation. The repetitive transcranial magnetic stimulation (rTMS) is applied to the dorso-lateral prefrontal cortex, inducing a magnetic field, resulting in depolarization of the neurons and the modulation of the neural circuitry involved in emotional regulation and symptoms of depression. In 2008 the Food and Drug Administration (FDA) approved the first TMS device for a therapeutic indication: the NeuroStar was approved for treatment of medication-refractory depression. During the TMS treatment the patients are awake and can resume their normal activities immediately after the treatment. NeuroStar TMS System is a product owned by Neuronetics, Inc. Period of Performance: To support the need of LVAMC, the length for this contract must be five (5) years from the awarding date. Nature of Contract: LVAMC to pursue an Indefinite-Delivery Contract (IDC). Quantity limits are based by number of units. The LVAMC is soliciting only Brand Name or Equal for the model and description stated in the General Requirement (Section VI). General Requirement: Estimated maximum quantities over a 5 year period Model Number Description Est Maximum Quantity CSM 500 NeuroStar Treatment Session (Cards) 15,000 Task Order Requirements: Multiple Delivery Order may occur within fiscal years. Each Delivery Order must comply with the delivery requirements stated in Section IX. Special Requirements: The contractor must be an authorized distributor of the brand named NeuroStar Treatment Cards (CSM 500); or receive approval from the NeuroStar manufacturer for equal cards to be provided. A letter from the manufacturer must be include on the solicitation affirming the contractor as an authorized distributor; and approval for equal cards to be delivered. Delivery Requirements: Contractor shall provide all Delivery Orders for Treatment Session to the NeuroStar TMS System not later than 30 days of contract award date. Delivery to the facility shall be coordinated at least 72 hours prior to required delivery date with the BH&S business office. Delivery location must be to the Lebanon VA Medical Center located at 1700 S. Lincoln Ave., Lebanon, PA 17042; Attn: BH&S, Bldg. 18-205.
