Notice Type: Notice of Intent to Sole Source Title: The Nielsen Company: Tobacco Data Description: The Office of the Secretary intends to award a sole source contract for the Bureau of Economic�Analysis to The Nielsen Company, 1317 F St NW, #300, Washington, DC 20004, for tobacco data from�Nielsen that allows for the accurate calculation of consumer spending on tobacco products,�including vaping products, for the monthly Personal Consumption Expenditure estimates used in the�Gross Domestic Product Accounts.. The North American Industry Classification System Code (NAICS) is�541910- Marketing Research and Public Opinion Polling. The Nielsen Company is the only responsible�source known to provide the Tobacco Data information, news and insights. It is The Office of the Secretary intent that the proposed action may be awarded on a sole source�IDIQ type contract with a Base Year to The Nielsen Company under the authority of Federal�Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. Requirement: Section 1- Introduction/Background BEA provides many economic measurements as part of the National Income and Product Accounts� (NIPAs). �The NIPAs are used for a variety of purposes in setting national economic policy and in�forecasting and interpreting macroeconomic activity. �They include gross domestic product (GDP),�which is considered the most useful summary measure of the Nation�s production. �BEA, as the�nation�s accountant and one of the world�s leading statistical agencies, collects source data,�conducts research and analysis, develops and implements estimation methodologies and disseminates�statistics to the public. In this role, BEA collects source data from many specific sectors of the� economy. It is important that BEA continually strives to improve and rely on accurate and consistent source�data to develop improved measures of Personal Consumption Expenditures (PCE), which is the largest�component of GDP. �The objective of this procurement is to obtain data on consumer spending on�tobacco products. This will help improve the estimation of PCE in the NIPAs. Section 2- Statement of Objectives The tobacco data allows for the accurate calculation of consumer spending on tobacco products, including vaping products, for the monthly GDP and Personal Income and Outlay release. The contractor shall: Provide BEA with point of sale data on tobacco products on a quarterly frequency with monthly�breakout detail. The data should be provided quarterly to BEA. Provide the following data, which includes sales to consumers: Point of Sale data for: Cigarettes Cigars Chewing Tobacco Pipe Tobacco Shag Tobacco Combination Packs Tobacco Alternatives Vapor Data would include the Total US Market, All Outlets Including Convenience Stores Data provided� would include: $ Units EQ Units Average Unit Price Any Promo $ Provide five years of historical data to BEA with the first quarterly delivery. This is necessary�for BEA�s seasonal adjustment processing. Period of Performance POP: 4/1/2020 � 3/31/2021, quarterly deliverables. DEPARTMENT OF COMMERCE ENTERPRISE SERVICES Sole Source Justification In accordance with FAR 6.302-1, Only One Responsible, The Nielsen Company is the only organization� who can provide the services needed. This is not a solicitation, nor is a solicitation available. However, all interested organizations �may submit their capability statements and qualifications which will be considered by The Office of�the Secretary, BEA. Responses must be in writing and must be submitted electronically to Rosalyne�Snow, Contract Specialist at rsnow@doc.gov �by 12:00 PM EST on, March 31, 2020. Proposals must�include pricing information. No late responses will be accepted.
