- Page 2 of 2 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) March 24, 2020 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Nikon A1R-HD25-Si Confocal System AND Nikon Large Format A1R-HD-Si-MP Dual Beam Multiphoton Confocal System from Nikon Instruments Inc. RFI NUMBER 36A77620Q0150 This acquisition is in support of the VA Sierra Pacific Network, VA Palo Alto for a new research vivarium currently under construction at the Palo Alto campus. The VA Palo Alto Health Care System in need of a Nikon Confocal and 2 Photon Microscopes. This item can only be procured from Nikon Instruments and will be the sole source vendor. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a brand name solicitation to Nikon Instruments, Inc. GSA FSS Contract Number GS-07F-0878CA requesting the A1R-HD25-Si System and the Large Format A1R-HD-Si-MP dual Beam Multiphoton Confocal System. This procurement is for a Sole Source (Brand Name). The acquisition will be conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401). The NAICS code for this procurement is 333314 and the Small Business Administration Size Standard is 500 employees. This procurement is being conducted in accordance with procedures in FAR Part 12, Commercial Items and FAR Part 8.4, Federal Supply Schedules under GSA FSS GS07F078CA. If Vendors believe they have the technical capability to meet this need, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received 3/30/2020, by 11:59 a.m., Eastern Standard Time. Responses should be submitted electronically to sandra.mruk@va.gov and sandra.johnson@va.gov This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes they are capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
