36C25020Q0453 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Labeler Cassette The Cleveland Department of Veteran Affairs Medical Center, 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339113 with a small business size standard of 750. The VA intends to solicit and negotiate with Fischer Healthcare 11450 Compaq Center Dr W Ste 570 Houston, TX, 77070. P&LMS requires three new versions of the current tissue cassette labeler(s) as replacement of the existing cassette printers currently in use. This equipment is essential in preparation of patient tissue specimens for diagnosis. It is used to identify all patient tissue specimens during all the processes associated with before, after and during diagnosis. To facilitate the rapid turnaround time critical for patient care, a labeling system is required which ensures less chance of error. Printers shall have reliable labeling information which will not be compromised by the chemicals used in processing tissues, provide legible and versatile fonts, shall be compact enough to fit into designated spaces, and durable enough to withstand daily, high volume usage. The system shall have integrated tracking and process verification. Tissue cassettes must be able to be read by the existing SlideMate and new Avantik SP15 slide printers and use the current templates and LabWriter software. Requested equipment shall work in conjunction with systems already in place. Other persons may identify their interest and capability to respond to this requirement by Friday March 27, 2020 at 2pm. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis. �All information shall be furnished at no cost or obligation to the Government.� A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
