- Description
- The U.S. Army Contracting Command-New Jersey, on behalf of PM Soldier Lethality (SL), intends to solicit, negotiate, and award a sole source contract to Knight�s Armament Company pursuant to the authority of title 10 United States Code (U.S.C) Section 2304 (c) (1), implemented by FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements.� The contemplated five-year, Firm Fixed Priced (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract, is for the purchase and delivery of the commercially available M110 Caliber 7.62mm Semi-Automatic Sniper System with associated accessories to include magazines and spare parts (Other system variants of the M110 will also be included in this procurement).� After a through market research that included a Sources Sought notice posted on 28 May 2019 and nine industry responses, the M110 Caliber 7.62mm Semi-Automatic Sniper System produced by Knight�s Armament was the only product that demonstrated the capacity to meet the Performance Specification MIL-PRF-32316 w/Amendment 1.� The research also indicated that production items from sources other than Knight�s Armament Company would require to qualify their design at their expense, resulting in substantial duplication of cost that would not be recovered through competition, especially considering the infrequent requirement for this weapon system. Please note this notice DOES NOT constitute a Request for Proposals (RFP). However, any responsible source who believes to be capable of meeting the posted requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is planned for 4QFY20.
