Description
This Pre-solicitation Notice of Intent (NOI) (here after referred to as NOI) is being released pursuant to Federal Acquisition Regulation Part 5.704: Publicizing pre-award.� The IRS is interested in obtaining potential interested parties and also providing NOI to solicit via General Services Administration�s (GSA) Federal Supply Schedule (FSS) 70, Commercial Information Technology �under SIN 132.33 Perpetual Software License to determine interest.� A new competitive single award hybrid Firm Fixed Price (FFP)/ Labor Hour (LH) BPA under FAR subpart 8.4 is required for the same required products and support as the current BPA. The Internal Revenue Service runs Red Hat Enterprise Linux and Red Hat JBoss Middleware software on broad array of enterprise class computing platforms. Support and distribution system entitlements, server and component management, packaging and deployment functions, and related technical capabilities are acquired on a subscription basis. Due to the estimated dollar value of the BPA, a subcontracting plan is required with a Small Business. The IRS understands that partnering may be required to fulfill the requirement, as such it is encouraged to include a Small Business to ensure the Small Business participation factor is met.
