Description
Amendment 0001 (03/26/2020) - Added to remove paragraph concerning the inspection of condensate drip pans of all air handling units.� See attached Amendment 0001 for details.� THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. � This synopsis/solicitation 1305M220QNFFN00949 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-05. ���������������������������������������������������������������������������������������������������������������������������� The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service, Estuarine Habitats and Coastal Fisheries Center (EHCFC), 646 Cajundome Blvd, Lafayette, LA� 70505 requires a comprehensive controlled release water treatment system for the Heating Hot Water System, Chilled Water System and Cooling Tower Water Systems.� The Period of Performance for the base year is April 20, 2020 � April 19, 2021 and includes four consecutive option years.� Total Contract Period of Performance if all Options are exercised is April 20, 2020 � April 19, 2025. This RFQ is being issued as a 100% small business set-aside.� The associated NAICS code is 334519, Other Measuring and Controlling Device Manufacturing, with a business size standard of 500 employees. The Product Service Code Class is J045. The Government will award a firm fixed price contract based on best value considering, technical understanding/capability, past performance, and price.� Technical understanding/capability and past performance when combined are more important than price.� See Evaluation Clause CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (Clauses Attachment Page 26/27) for full details.� For evaluation purposes offerors shall provide: Technical understanding/capability of the offeror�s ability of providing all requirements in the Statement of Work (SOW).� Shall not exceed 8 pages in length. Current and previous past performance references demonstrating the offerors ability to successfully accomplish the requirements of the Statement of Work . The offeror shall provide no more than three past performance references for contracts performed in the last three years that are relevant to this requirement in terms of scope and complexity. The offeror shall include the following: client name, address, telephone number, and email address, description of work provided, contract period of performance, and dollar value and shall not exceed 6 pages total. Additionally, the Offeror shall identify any contracts which have been terminated for default or cause in the last three years.� You may explain the circumstances relating to the termination.��� Price - Offerors are required to provide a unit price for all items.� A zero dollar figure ($0.00) unit price means the Offeror will provide the service or supply at no charge to the Government.� Unit price left blank or annotated with something other than a dollar figure will be considered unacceptable and the Government has discretion whether to reject the offer without any further consideration. Please see the attached Schedule/Requirement and Statement of Work (SOW) for full details.� Additionally, each offeror must provide the following information with the quote: �The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; A completed copy of the representations at FAR 52.209-11 and representations and certifications at FAR 52.212-3, if applicable. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. This must be in a separate document from all pricing information. Provide Past Performance references. Vendors are highly encouraged to schedule a site visit at National Marine Fisheries Service (NMFS), Estuarine Habitats and Coastal Fisheries Center, 646 Cajundome Blvd, Lafayette, LA to view systems associated with the contract.� Site Visits may be scheduled by calling/emailing Wyatt Roy, 337-322-0073 � wyatt.roy@noaa.gov� A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5183, Revision Number 13, dated December 23, 2019. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70 beginning on page fourteen (14) of this solicitation.** All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 1:00 P.M. Eastern on March 30, 2020, any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.� Offers must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov.� All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by10:00 A.M. Eastern on March 26, 2020. Telephonic requests will not be honored. The anticipated award date is on or about April 15, 2020.� All interested parties wishing to submit a quote must be registered in the SAM database at the time of submission to be considered for award.
