Description
Small Business Sources Sought Notice This is a Small Business Sources Sought notice. This is NOT a solicitation for quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources and is solely for informational and planning purposes. This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Maine Army National Guard is not at this time seeking quotes and will not accept unsolicited quotes. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible and which NAICS code selection would be appropriate. Anticipated period of performance:� The anticipated start of performance is a total of fourteen (14) Calendar Days on or about the 12th of July through the 25th of July 2020. Place of Performance: Bog Brook Training, Center in Gilead, Maine. Contract type will be a Firm-Fixed Price. For NAICS Code 621399 � Nurses, Licensed practical or registered, offices (e.g. centers, clinics) small business size standard is $8 Million. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.� If a solicitation is released, it will be synopsized on https://beta.sam.gov.Potential responders are responsible for monitoring this site for additional information pertaining to this requirement. Please provide succinct detail and depth to enable Government review assessment.� Please limit response to three (3) pages (8-1/2 x 11, single-spaced, Times New Roman, 12 point font, 1 inch margins.) Please add a cover letter to your response with the following information: a. Company Name. b. Company DUNS number c. Commercial and Government Entity (CAGE) code d. Company point of contact, mailing address, telephone and web-site address. e. Any GSA Schedule Vehicle or other available procurement vehicles your company maintains that could meet this requirement. f. Business Size and applicable NAICS g. Type of Company (e.g. large business, small business, 8(a), women owned, veteran owned, ect.) as registered in the System for Award Management (SAM). Capability Statement Contents: (1). Provide a list of medical staffing contracts your company has received (either as a prime or sub) within the past two (2) calendar years. (2) Describe the size and scope and complexity of these medical staffing contracts, including staffing profile containing labor categories and level-of-effort. Questions regarding this announcement shall be submitted in writing by e-mail to, darlene.r.howes.civ@mail.mil no later than Monday, 2 March 2020. Verbal questions will NOT be accepted. All responses must be submitted no later than 4:00pm Eastern Standard Time (EST) on Monday, 9 March 2020. Please provide any concerns, comments or recommendations you may have regarding this requirement. All submissions become Government property and will not be returned and will not be acceptable after the due date. The requirement is for Two (2) State of Maine Registered Nurses for a youth camp. The camp nurses are responsible for taking care of routine medications and sick or injured campers or staff. They must be able to assess situations, provide proper medical care, and be able to make a decision defer to emergency personnel when necessary. All camp staff are responsible for creating a supportive, safe, and fun environment for campers. Age of the campers is from 4 year of age through 18 years of age. There will be approximately 60 adults with 100 campers each week. Essential Duties and Responsibilities: a. Provide health care for campers and volunteers and staff members as needed. b. Assessing all situations and obtaining consensus from other nurses when necessary. c. Keeping track of campers, volunteers and staff members that require follow-up. d. Establish and follow appropriate medical routines including utilizing universal precautions, following approved standing orders, implementing infection control, properly disposing of medical waste, managing and safeguarding medications, and record-keeping. e. Facilitating visits to off-site providers (e.g. urgent care) as needed. The nearest hospital which has an emergency facilities is the Androscoggin Valley Hospital which is 22.1 miles for the camp, approximate drive time is 32 minutes. f. Calling for emergency personnel when necessary.(e.g. 911). g. Required to accompany groups on all day-hikes. h. Communicate health issues and concerns promptly to director and assistant director via walkie-talkie and in person to bunk counselor or activities coordinators as appropriate, and/or with parents as needed via e-mail (for non-urgent matters) or telephone; discuss need for communication with parents with leadership team in advance when possible. i. Dispense and keep a record of medications administered, including scheduled medications at each meal and bedtime, along with other nurses, to all campers who need it as well as-needed medications for campers during health center open-hours, evening med passes, and other times. j. Provide clear, concise documentation in camp daily (electronic) log for all camper and staff/volunteer health center visit. k. Perform additional health-related functions or assume additional responsibilities throughout the facility as needed or as requested by the camp leadership. l. Possess a proven knowledge of advanced first aid and have an understanding of the physical and emotional health needs of kids ranging from 4 years of age to 18 years of age. m. Experience with electronic medical records and computer proficiency (must provide own computer with appropriate safeguards to protect medical privacy in accordance with HIPAA standards. Experience: (1). Must show as an RN: 3 years (Preferred) A minimum of two years nursing experience in pediatric, school, camp, outpatient, or emergency care within the past three years is required. (2). Maine License Registered Nurse (RN) (Required) (3). Current CPR certification (4). Medical Liability Insurance Limits: $1,000,000 per occurrence $3,000,000 aggregate. (5). Shall be a US Citizen with the ability to obtain a government security clearance. The Government will be providing: (1). Transporting to an off-site providers (e.g. urgent care). (2). Meals will be provided except for lunch and dinner the Saturday of each weekend. Special dietary concerns will be accommodated on a best-efforts basis. (3). Gloves and standard first aid supplies, AED, CPR masks, and c collar will be on-site. (4). Sleeping quarters will be provided with staff cabin, which is in the same building as the medic room.
