Description
SOLICITATION 1305L220QNCNL0124 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) and National Ocean Service (NOS), National Geodetic Survey (NGS), Remote Sensing Division (RSD) has a requirement to replace/upgrade the existing Applanix Digital Sensor Systems (DSS). EAD located in Norfolk, VA 23510 intends to award a Firm Fixed Price Purchase Order to Applanix Corporation (Applanix) utilizing policies and procedures of FAR Subpart 13.5. The Notice of Intent to award a Firm Fixed Price procurement was posted on November 26, 2019. NOAA is congressionally mandated to survey the Nation�s shoreline. These DSS systems are critical tools used by the National Ocean Service (NOS) to accomplish its Coastal Mapping Program, the Aeronautical Survey Program, research and development projects, emergency response activities related to natural disasters, and other special projects. Applanix is the original (and only) equipment manufacturer (OEM) of the Position and Orientation System (POS) to be upgraded and maintained. These systems contain proprietary hardware/software/firmware, such that only Applanix possesses the knowledge necessary to engineer and provide update(s) of/to the existing hardware/software/firmware and maintain the same. Only Applanix can ensure a fully operational replacement/upgrade that is completely compatible with existing aircraft and office-based systems, and, ensure the system(s) perform within stringent operating tolerances, set forth in the national mapping accuracy standards for coastal mapping. The anticipated award date is June 2020. The anticipated period of performance includes a base of one year and four additional one-year option periods. The North American Industry Classification System for this procurement is 333316, Photographic and Photocopying Equipment Manufacturing with a size standard of 1,000 employees. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will be made available upon request by contacting the Contract Specialist, listed below. This office will not post the solicitation on the Government Point of Entry and will not issue hard copy solicitations. All responsible sources may submit a quotation, which shall be considered by the agency. All quotations are due by April 13, 2020 at 11:00AM ET. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov.
