Description
This is an advance notice announcing the intent of the Seattle District U.S. Army Corps of Engineers to award a sole-source firm fixed priced contract with one (1) 3-year base period to Integrated Water Solutions, LLC to support the Columbia River Treaty Program (CRTP) and the Corps Northwestern Division Commander�s role as the United States Entity, under the authority of Surveillance of Northern Boundary Waters (SNBW).� �The CRTP is a unique, long-term, and collaborative effort that requires expertise, a consistent staff, and expert consultants to supplement in-house resources in order to be effective and achieve the Post-Recommendation phase of the CRTP.� It is critical to continue the highly specialized services being provided and it is likely that award to another source would result in unacceptable delays in fulfilling the agency�s requirements.� Outside consultants must have already developed a thorough understanding of the complex basin operations and hydro regulation model, as well as the knowledge of current Treaty issues, procedures, history, expertise and internal/external stakeholders.� To support the current phase of the CRTP, a contractor with specialized knowledge about, and background in, the CRTP is necessary to be able to provide immediate and comprehensive services.� Successful performance mandates a contractor that possesses the following capabilities: A thorough understanding of Columbia Basin operations, Water management practices, operational tradeoffs, and the subsequent technical studies required to evaluate operational tradeoffs; A thorough understanding of the Treaty as it relates to the interactions between and varying interests of the U.S. Entity and the Canadian Entity (B.C. Hydro); A thorough understanding of regional stakeholders, their perspectives, and expectations; A thorough knowledge of Treaty team structure, management, and technical personnel; Highly skilled in technical writing, facilitation and communication management; Highly skilled in various scheduling methodologies and practices; and A thorough understanding of USACE policy and standards as it relates to Hydrology, Hydraulics and Water Management. Integrated Water Solutions, LLC has been involved with the Columbia River Treaty Process since 2009 and is the only known contractor with the requisite capabilities and knowledge to perform these services.� The North American Industry Classification System (NAICS) Code is 541611 with a size standard of $16.5 million.� The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� However, all proposals received within forty-five days after date of publication will be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
