- Description
- 1.0 General This Presolicitation Notice is for the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) who intends to solicit and negotiate with only one source, nLIGHT, Inc., under the FAR authority of FAR 6.302-1, Only One Responsible Source. nLIGHT currently provides 1532 nm Pump Laser Diode Modules for the Erbium YAG (Er:YAG) pulsed solid state laser that is being adapted from an existing high fidelity airborne prototype. No solicitation exists; therefore, do not request a copy of the solicitation. Any questions you may have are to be submitted in writing, via email. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. However, organizations who believe they can provide these services without any detrimental impact to the program cost and schedule should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort via email as indicated below in Section 3. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice. 2. Summary of Requirements NASA seeks the following improvements in existing 1532nm pump diodes: Increase the electrical to optical efficiency (ex-fiber) of wavelength stabilized 1532 nm fiber coupled pump laser diode modules from 22% to ? 40% while maintaining >35W optical output from a 220?m diameter fiber with 0.22 numerical aperture. Package improved efficiency pump laser diodes in a housing with mass and volume of ?700g (not including optical fiber) and ?300 cubic centimeters, respectively. Delivery of two fiber couple packaged pump laser diode modules for evaluation at NASA Langley within 12 months of contract award. Delivery of three additional fiber couple packaged pump laser diode modules within 18 months of contract award. The design and assembly procedures of the final deliverables must be compatible with future space flight operation in low Earth orbit radiation environments. The primary focus of this procurement is to improve the optical-to-electrical efficiency of the pump diodes from ~20% to ?40% while maintaining all the performance metrics of the current commercially available diodes (>35W from a 220?m diameter fiber with 0.22 numerical aperture) within the specified housing constraints of volume and mass identified above. 3.0 Vendor Responses Technical Capabilities should include general information and technical background describing your firms experience in contracts that are relevant to the work described above, requiring similar efforts and of similar magnitude. The North American Industry Classification System (NAICS) code for this procurement is 541715 All responses and questions shall be submitted electronically via email to Michelle Crawford at michelle.l.crawford@nasa.gov no later than 13 April 2020 at noon Eastern Standard Time. Please reference 1532 nm Pump Laser Diode Modules in the subject line of any response.
