Description
This is a SOURCES SOUGHT ANNOUNCEMENT AND INVITATION FOR INDUSTRY COORDINATION. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.� Requests for a solicitation will not receive a response.� Responses to this sources sought must be in writing.� The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below.� Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.� Responses to this notice shall include the following: company name address point of contact phone, fax, and email DUNS number Cage Code Tax ID Number Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and If respondent is VOSB or SDVOSB, respondent is to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Furthermore SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. If an Offeror proposes to use any subcontractors, joint ventures, or teaming arrangements the Offeror shall include the percentage and type of work the subcontractor will accomplish to include their certifications. (Any subcontractors, joint ventures, or teaming partners shall have the required certifications as described in the sources sought notice) Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. An optional site visit is strongly encouraged for accurate information. � The Network Contract Office (NCO) 22 Gilbert is seeking a potential qualified contractor for: New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro Dr SE, Albuquerque, NM 87108. SERVICE: The New Mexico VA Health Care System hereafter (NMVAHCS) is requesting services for vendor to provide thrice weekly pool cleaning, cleaning of pool and locker room floors, once weekly pool and equipment inspection, and annual pool cleaning. Further details of cleaning outlined at the end of this sources sought announcement. INFORMATION: Coordination on what and how to conduct cleaning in order to meet and/or exceed standards by The Environment of Care Committee following The Joint Commission Standards. Contractor shall be deemed successful when pool area is periodically inspected and passes standards set forth by Joint Commission Standard EC.02.06.01 floors shall be kept clean with minimal smudges, marks, calcium buildup and free of dust and debris. Information requested includes, but is not limited to: Square footage of decking to be cleaned to include best methods for cleaning Confirmation on size and volume of pool to include most practicable method of cleaning. Amount of metal fixtures to include most practicable method of cleaning Standards/ best practices of cleanliness to pass inspections by ____ SITE VISIT: New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro Dr SE, Albuquerque, NM 87108 Invites industry to view/ measure/ discuss pool cleaning and maintenance. The therapy pool is located in Building 45 SCI/D Center. This Invitation in no way obligates the government to make an award. Site Visit date/time: Friday April 3, 2020 @ 11am MST. Allow time for screening. Visitors shall be asked a series of health screening questions. In respect to our veterans and the health of our community, anyone exhibiting symptoms of illness is requested to refrain from visit or send a healthy representative. Visitors shall proceed to meeting location and park in area designated by included map. All interested Offerors should submit information as a result of visit by e-mail to April.Graves@va.gov. Include the solicitation in number in the subject line of email. All information submissions shall be received no later than 1:00 pm (PST-Arizona) on April 10, 2020.� Privacy & Information Security Training: Contractor and their sub-contractors assigned work under the contract are required to receive annual training on patient privacy as established by HIPAA statues. Training must meet VHA s and/or the Department of Health and Human Services Standards for Privacy of Individually-identifiable health information. Privacy and HIPPA training required to be equivalent to VA Privacy and Information Security Awareness and Rules of Behavior (TMS 10176), which COTR must monitor and report to least yearly. Contractor shall provide certification to the VA upon request that all employees and sub-contractor employees assigned work and/or having access to Protected Health Information have received annual training.� 6500.6/Appendix A/Item 6 Service does not require connection to a VA Network. Therefore, Certification and Accreditation requirements do not apply and a Security Accreditation Package is not required. http://www.va.gov/vapubs/viewPublication.asp?Pub_ID=471&FType=2 Important information:� The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Synopsis request.� This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.� The Government will in no way be bound to this information if any solicitation is issued.� The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.� No sub-contracting opportunity is anticipated.� The North American Classification System (NAICS) code for this acquisition is 561790 ($8 million). All information submissions shall be received no later than 1:00 pm (PST-Arizona) on April 10, 2020.� After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published. STATEMENT OF WORK (SOW) Contract Title. Weekly and Annual cleaning of the therapy pool Background. The Therapy Pool at the New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro Dr SE, Albuquerque, NM 87108 is located in Building 45 SCI/D Center. The therapy pool provides services to Veterans with a variety of disabilities and is used by the following Services/Departments: Spinal Cord Injury, Physical Medicine & Rehabilitation Service, Interdisciplinary Pain Rehabilitation Program clinical staff for aquatic therapy intervention. Aquatic Therapy Pool is approximately 56,000 gallons. Total patient load for use of the aquatic therapy pool is approximately 200 per week. NMVAHCS Services/Departments may add new classes which would increase patient use and demand on the system. Scope. Scope of Work: Pool Hardware: The VA plumbing department shall maintain all pool pumps, filters, and conduct pool chemical test and balance. Cleaning Frequency: In Accordance With (IAW) Joint Commission Standard EC.02.06.01 Thrice weekly cleaning of pools shall take place on Mondays, Wednesdays, and Fridays. In case of emergency; contractor must respond via phone within an hour of service call and be on site no more than 1 hour of return call. Staffing must be arranged so that cleaning continues during holiday periods. Brushing: Brush the sides tiles and bottom of the pool, ramp, and discharge drain area with each visit, ensuring that any algae/biofilm that may be discoloring the tiles, grouting is removed (look for this around the ramp, on the ladder, under-water lights and 'dead spots' where water movement is minimal). Brush towards the drain/weir so that debris and dirt is drawn into the hopper and onto the filter. Vacuuming: Ensure that the vacuum is connected and functioning properly. Vacuum all debris with each visit. Exude all air from the vacuum hose before connecting it to the attachment in the skimmer. Tide Marks: Clean dirt and grease deposits from the water line. Robotic Cleaning: Robotic cleaning is permitted so long as level of clean is same or better to cleaning described above. Contractor to provide and maintain robotic cleaner to include insertion and removal of cleaner from pool for cleaning. Weekly inspection and cleaning of all metal which will require buffing/scrubbing/cleaning until all rust/calcium/spots are removed. Cleaning of decking in the pool areas and flooring only of locker rooms. Any areas of concern shall be reported on inspection reports and to Contracting Officer Representative (COR). Submit written weekly reports of inspection. Inspect and clean algae or biofilm build up. Inspect hoses and the hose protectors or gaskets for cracks. Check and clean all gutter/gutter grates/diaphragms/aprons. Check and report any leaks. Inspect and clean the decks. Annual deep cleaning of entire pool, and surrounding areas includes acid wash of pool (all areas) and inspection and cleaning of all metal which will require buffing/scrubbing/cleaning until all rust/calcium/spots are removed. Cleaning of decking in the pool areas and flooring only of locker rooms. Equipment: Contractor is expected to have and utilize contractor own equipment, such as, pool vacuum or robotic pool vacuum, pool brushes, pool skimming net, scrub brushes, etc. to conduct weekly and annual cleaning. Contractor shall provide any necessary equipment for filtration and removal of dirt/ debris/ scum from pool. All Safety Data Sheet s (SDS s) must be provided to Raymond G. Murphy VA COR. All contractor equipment must be in good working condition at all times. Contractor must have a back-up plan and equipment in case of equipment failure. There shall be no delays in scheduled cleaning/maintenance. If for any reason contractor equipment is out of service or unavailable, contractor will institute the back-up plan to prevent delays in the contract requirements. REPORTING All breakdowns related to the VA internal pool system, rendering the contractor unable to fulfill the responsibility must be reported to the COR immediately. Contractor must submit written weekly reports of inspection of pool, decking, metal fixtures, plastic, etc. HOURS Cleaning to occur after hours (After 4:30pm). Should cleaning fall on a holiday, day shall be rescheduled not to exceed 24hrs from origional cleaning date. Federal Government Holidays Federal Government Holidays. This monitoring is done by the COR. The COR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. A demo period or trial is not inspection of a product.
