Aerospace Systems Technology Research and Assessment (ASTRA) Special Notice � Pre-Solicitation Notice RFI Number: FA8650-20-S-6001-RFI Agency: Department of the Air Force Office: Air Force Materiel Command Location: AFRL � Air Force Research Laboratory Purpose: This Pre-Solicitation Notice is issued for planning purposes in accordance with FAR 15.201: a) The Government is providing general information that relates to the Aerospace Systems Technology Research and Assessment (ASTRA) Program and previously issued RFI (RFI Number: FA8650-20-S-6001-RFI). This information is provided to assist industry teaming and aid future planning for this potential requirement. b) No responses to this notice are requested. Any responses or information submitted will not be considered offers and cannot be accepted by the Government to form a binding contract. Contractors/Institutions accessing this notice are advised their access of this notice does not ensure participation in future solicitations or contract awards. Moreover, the Government will not reimburse participants for any expenses associated with this notice. Instructions: The Government does not plan to further discuss this notice with industry. This information is provided to assist planning for industry teaming. The Point of Contact for this notice is Contracting Officer: Peter Seiley, Peter.Seiley@us.af.mil Information: As stated in the previously posted Request for Information, the Air Force Research Laboratory (AFRL) is interested in acquiring research and development related to Aerospace Technology Development and Testing (ATDT) and Multi-Domain Modeling, Simulation, and Analysis (MDMSA). AFRL has previously accomplished this research under one single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with multiple task orders to accomplish research efforts related to ATDT and MDMSA. This research has been conducted through the Research of Aerospace Systems Technology (RAST) Program (Broad Agency Announcement BAA-RQKP-2014-0003). Also as stated in the previously posted RFI, to increase industry involvement and benefit from focused tasking, AFRL is considering the use of two single-award IDIQs to accomplish this research. The two IDIQ contracts would share a single-cost ceiling with a single-award IDIQ contract scoped to each of the two focus areas: ATDT or MDMSA. These two single-award IDIQ contracts would be planned under one solicitation. The additional information available at this time is that the requirement for AFSIM Framework Development, which was previously planned and detailed to be included in the multi-domain modeling, simulation, and analysis focus area of the ASTRA Program, has been identified as its own unique requirement warranting a separate solicitation from the ASTRA Program. The Air Force no longer plans to include that requirement in this potential ASTRA Program. Rather, the AFSIM Framework Development is planned to be solicited and accomplished under a separate requirement. Information relating to that requirement, if any, will be posted under a separate solicitation number. The Air Force appreciates that industry forecasting and teaming rely upon predictable schedules. While the total impact of COVID-19 to the Air Force timeline is unknown, some delay has been experienced and some further delay can be expected. With anticipated delay considered the Air Force plans to potentially solicit this planned acquisition of the ASTRA Program around May - June 2020. � Any future information or solicitation relative to the ASTRA requirement will be posted to Beta SAM.
