REQUEST FOR INFORMATION (RFI) Issued by The Department of Veterans Affairs (VA) Strategic Acquisition Center � Frederick (SAC-F) in collaboration with the VA Veterans Benefits Administration (VBA) Office of Business Process Integration (OBPI) Purpose This Request for Information (RFI) is to solicit Service � Disabled Veteran � Owned Small Business (SDVOSB) and Veteran � Owned Small Business (SDVOSB) input on the Performance Work Statement (PWS) for Management and Improvement (M&I) Support Services. Background The Department of Veterans Affairs� (VA) Veterans Benefits Administration (VBA), Office of Business Process Integration (OBPI) oversees project management support and business analysis services for its staff offices, business lines, and affiliate VA Organizations.� VBA Staff offices, business lines and affiliates (hereafter referred to as VBA organizations) require Project Management (PM) and Process Improvement services to support the business activities surrounding management of business initiatives and the design, development, implementation, modification, sustainment and portfolio management of their software applications and systems. Multiple VBA organizations have projects and programs that currently require such services and as these projects and programs are completed, or as new priorities arise, some VBA organizations may move from one organization to another to support while others may require additional support or support for the first time. OBPI is a VBA staff office that serves as a liaison between VBA organizations and VA�s Office of Information and Technology (OI&T). All Information Technology (IT) activities at VA, including systems development and operations support, are centralized at the departmental level in OI&T. The three VA administrations, VBA, VHA, and NCA, must provide business requirements for development and operations support to OI&T to receive IT support. Each administration must first collect and consolidate its internal business requirements before passing them to OI&T. This requirement is for on-site project management support and process improvement services. As OBPI is a liaison office to VBA business lines, organizations, and VA�s OIT, the project management and process improvement support services will aid OBPI in, the management of business initiatives and assist in the design, implementation, modification, sustainment and portfolio management of VBA software applications and systems. In addition, the scope includes comprehensive project and process improvement management support services to OBPI on a variety of VBA projects. The project management support shall be consistent with project management best practices, notably those specified by OBPI Project Management Guide, Software Engineering Institute�s (SEI) Capability Maturity Model Integration (CMMI) and ISO 9001 Certification, Quality Management System (QMS).� Business Engineering Services include, but are not limited to, eliciting business requirements, and recommending architecture design. Business Process Engineering Services are required to assist OBPI as the coordinating body for VBA responsible for providing business requirements for development and operations support to VA�s OI&T.� IT development and non-project related administrative or clerical tasks are outside the scope of this requirement.� Any IT assets or services associated with these VBA projects will be procured by OI&T using separate contract vehicles. Information Requested Information is requested from SDVOSB and VOSB VIP registered vendors interested on providing questions/feedback on the PWS. Additionally, answers to the following questions shall be provided in all responses: Please answer the following for VA OBPI Needs: Which NAICS would best suit this PWS? What vehicles does your company hold? Provide specifics (ie, FSS 874-1) Does your company have Capability�Maturity Model Integration (CMMI) Certification? CMMI Certification is required to help certify OBPI in ISO 9001 and CMMI. The project management support approaches employed by contractor staff shall be consistent with project management best practices, notably those specified by OBPI PM Standardization Guide and Software Engineering Institute (SEI) CMMI and International Organization for Standards (ISO) 9001. Does your company have experience managing 150-200 projects? Does your company have access to Lean Six Sigma (LSS) certified personnel? Does your company have experience in LSS? Does your company have access to a Mid-Level Consultant with least 12+ years of experience that meets the needs of the PWS? How to Submit a Response All responses to this RFI must be submitted electronically to Tara Flores at Tara.Flores@va.gov and Caitlin Savina at Caitlin.Savina@va.gov by 12:00PM ET, April 9, 2020. Please limit RFI responses to a 5 page minimum (including any cover pages, table of contents). Responses to this RFI are voluntary. Do not include any proprietary, classified, confidential, or sensitive information in your response. The VA SAC-F will use the information submitted in response to this RFI at its discretion and will not provide comments to any responder's submission. The collected information will be reviewed by federal staff only. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). The VA SAC-F may use the information gathered by this RFI for the development of future Performance Work Statements (PWS). This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Federal Government, the VA, or SAC-F. No basis for claims against the U.S. Government shall arise as a result of a response to this request for information or from the Government�s use of such information.
