- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Sea-bird Electronics, Inc., 13431 NE 20th St, Bellevue, WA� 98005-2010 to purchase nine (9) SBE 50 Digital Oceanographic Pressure Sensors and associated cabling as part of a sensor suite to support its efforts to remotely characterize and measure dynamics within the swash zone, the dynamic area of the beach where waves run up and down.� The SBE sensors will align with other in-situ sensors currently being used for this research. The oceanographic pressure sensors must have analog and RS-232 output in order to be precisely synchronized with each other. Analog is the only communication that will work for this purpose. RS-232 is also necessary to program the sensor. The sensors must be pre-calibrated in sealed containers with calibration to equate voltage to pressure in order to avoid additional labor, equipment, and expertise to calibrate them upon their deployment. The sensors must be able to sample pressure values at high frequencies (up to 16 Hz) in order to fully capture in-situ measurements at rates that can validate remotely sensed measurements. The sensors must be able to fully survive and perform in the wet, turbid, surf-zone environment as well. The sensors should include titanium housing, 20 meter strain gauge pressure sensors, wet-pluggable MCBH connectors, 0-5 Volt analog and RS-232 output, power/interface cable, Seasoft software, and supporting documentation. This procurement also requires 12 sets of 8� of cable 6 pin pigtail/wet-pluggable connectors (MCIL-6FS PIGTAIL / 32515B Harmonized). This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a Small Business Size Standard of 1250 employees. All sources eligible to provide this supply must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within seven calendar (7) days after publication of this notice, to the effect that comparable supplies are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
