Description
Question Related Section(s) of Solicitation For Factor #2 Past Performance, would the Government accept narrative past performance summaries as placeholders within the technical volume for the past performance surveys? If so, what will be the due date for submission of the final completed survey thereafter? Page 43, Section C ANSWER: You can submit resume style past performance that you fill in and we can call to verify information if need be. On page 17, the SOW states Access to all materials including Lean educational presentation materials, forms, templates, Lean event specific materials, agendas, and any Lean training supplies will be provided to the contractor by QSV . Could the Government provide a listing of the materials already available? Page 17, Section VI ANSWER: Lean Black Belt curriculum Lean Green Belt curriculum Lean Yellow Belt curriculum Lean White Belt curriculum DMS curriculum On page 18, the SOW states ""Softcopy format: Softcopy materials shall be in Microsoft Excel, Microsoft PowerPoint, or Microsoft Word format"". Can the government clarify if other forms of softcopy formats are acceptable, such as Adobe PDF? Page 18, Section B ANSWER: It has to be a format that the government can modify if needed. It cannot be a locked, unmodifiable format. MS Office is the most consistent software the government has access to. Adobe Pro isn t always available for the government to be able to modify documents. On page 5, the SOW shows a table requiring labor rates be provided as well as for travel expenses. However, on page 18, it states that the ""Contractor is responsible for travel to VAPAHCS sites to provide consulting services as required by this contract"".� Can the Government clarify whether the Contractor will be allowed to bill for travel expenses to the Palo Alto facility?� If not, what is the purpose of pricing the Travel Expenses CLIN?�� Page 5, Section B Page 18, Section VIII ANSWER�: Estimated travel costs should be included as part of the total bid. The SOW states that this procurement is for a base year plus four single year options. However, on page 27, Section C.3� 52.217-9, it states ""(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed three (3) years"".� Please clarify to be sure that we understand the requirement. Page 13, Section IV Page 27, Section C.3 ANSWER�: Base Plus 4 Option Years Is there an incumbent for this work?� If so, who is currently performing this work? ANSWER: Data2Design Technologies LLC As far as we can tell, an award for this work was awarded in May 2018 for the same period of performance (up to 5 years), yet this re-compete solicitation is being released after only 2 years.� Can you share the reason for why this work is being re-competed before the full 5 years in the original contract had been executed?� ANSWER: Government discretion On page 17 of the solicitation, �the last sentence of Section VII seems to indicate that there should be a table listing specific events and their associated deliverables; however, there appears to be no table included in the solicitation. Could the Government provide this table? Page 17, Section VII ANSWER: Specific events cannot be decided at this time. However, potential events are: Lean Six Sigma Black Belt Training and certification (as already stated in the SOW) RPIWs/kaizen events Design for Lean Six Sigma events 3P events For the pricing portion of this submission, where the solicitation states that the vendor will also provide the calculations that were used in determining their price so that the government can review how the amount was derived, is the Government asking us to show a breakdown of how we derived our hourly rates (i.e. inclusion of the overhead costs that were used to determine the fully loaded hourly rates)? Or is the Government simply asking us to show calculations for how we multiply the hourly unit rate to calculate the extended total for the entire year? Page 43, Section (d) ANSWER: Disregard that and simply fill in the Price Schedule.
