Description
2 April Final RFP/Solicitation Amendment - This amendment revises Section L paragraph 1.4 to allow for email-only submission of proposals in light of the COVID-19 pandemic and the associated mobility restrictions across the nation.� This amendment includes a revised solicitation and a revised Section L.�� These documents are not made available for public release.� If you would like access, please request through beta.SAM.gov. Please note that if you would like previous final RFP documents, they can be found under the History tab. Questions concerning this�amendment should be addressed to Mr. Joshua Kachelman at C3PO@mda.mil and Joshua.Kachelman@mda.mil. 30 March Final RFP/Solicitation Amendment - This amendment revises SOW table 10.0 from a transition period of 30 work days to a transition period of 15 calendar days.� This corrects an inconsistency as the SOW earlier correctly states a 15 calendar day transition period.� This amendment also removes the option for an in-person proposal delivery and changes the definition of a timely proposal delivery from ""The delivery must be received prior to 4:00pm central time on Monday, April 6, 2020.� Late submissions will not be accepted.� The proposal and electronic copies shall be sent or hand carried to the PCO address showsn above."" to ""The complete proposal package must be physically delivered via mail and must be postmarked by Monday, April 6, 2020.��Proposals postmarked later than the 6 April 2020 suspense will be considered late and will not be accepted.��The proposal and electronic copies shall be mailed to the PCO address shown above."" There are no other revisions in this amendment.� This amendment includes revisions to the solicitation, SOW, and Section L. Questions concerning this�amendment should be addressed to Mr. Joshua Kachelman at C3PO@mda.mil and Joshua.Kachelman@mda.mil. 15 March Solicitation Notice - Due to the emergence of the COVID-19 virus and the President's declaration of a national emergency, MDA is in temporarily transitioning the majority of its workforce to telework status, which, in turn, impacts its ability to conduct source selection evaluations in an isolated environment.� Thus, the proposal suspense for the C3PO requirement will be extended through 6 April 2020.� An RFP Amendment to effect this change is forthcoming. 13 March 2020 Solicitation/RFP Amendment - The Missile Defense Agency (MDA) has posted a C3PO Solicitation/RFP Amendment consisting of changes to the following documents: HQ0858-20-R-0001 Solicitation Section L Section M Attachment L5 Excel Pricing Worksheet Attachment L7 OCI Disclosure Form Section�J Attachment 01 C3PO Statement of Work Section J Attachment 06 Individual Contractor NDA Section J Exhibit A CDRL Additionally, a ""C3PO Change Matrix_RFP Amend 01"" is provided to�detail�the changes made to the RFP/Solicitation documents.� In the event of a discrepancy between the C3PO Change Matrix and the Final RFP/Solicitation, the Final RFP/Solicitation shall prevail. ""C3PO Post-RFP Industry Q&A 11 Mar 20"" has been loaded to this announcement.� Access to this document shall be requested via beta.SAM.gov.�In addition, the Contractor beta.SAM.GOV Quick Start Guide has been attached. In the event there is a discrepancy between the attached ""C3PO Post-RFP Industry Q&A 11 Mar 20"" and the C3PO Final RFP/Solicitation, the Final RFP/Solicitation shall prevail. Posting of the responses to the�Final RFP industry feedback does not extend the proposal due date. 3 March 2020�Announcement�Revision - The Missile Defense Agency (MDA) has published responses to the industry feedback provided in response to the Draft RFP.� If you would like access to the Draft RFP industry feedback responses, please notify Joshua Kachelman at joshua.kachelman@mda.mil and c3po@mda.mil. In the event that the responses to the Draft RFP industry feedback and the Final RFP/Solicitation disagree, the Final RFP/Solicitation shall take precedence.� Posting of the responses to the Draft RFP industry feedback does not extend the proposal due date. Please note that the Final RFP/Solicitation, and other previous postings related to this source selection can be found under the History tab.� The Final RFP/Solicitation synopsis has been retained below. Final RFP/Solicitation Synopsis�- The Missile Defense Agency (MDA) has a Contracting, Compliance, Cost/Price, and Operations (C3PO) requirement under the Technical, Engineering, Advisory, and Management Support-Next (TEAMS-Next) acquisitions. �The C3PO requirement consists of executive-level research, analysis, advice, and product development in the areas of contract policy/compliance; contract pricing; contract support; contract operations; procurement operations support; small business program support; and program support.� The Request for Proposal (RFP) for the C3PO contract is available for review. �An Offeror�s Library will be made available upon request.
