Description
Dear Prospective Contractor: This Notice is the first stage of the forthcoming Request for Proposal (RFP) for a Design-Bid-Build Construction Contract for the Phase 5 expansion of the Houston National Cemetery in Houston, Texas. Project Description: VA has a requirement to expand the Houston National Cemetery in Houston, Texas. This project will construct additional gravesites and cemetery improvements on the existing cemetery (renovation of Hemicycle and Chapel structure and interior) and includes development of approximately 50 acres of land, approximately 14,000 pre-placed crypt full casket gravesites, 350 oversize pre-placed crypt casket gravesites, approximately 2,000 traditional in-ground cremains and approximately 8,000 columbarium niches. Also includes 300-gravesite Hybrid Natural (Green) Burial Section, Memorial Wall (approximately 240 spaces) and Ossuary, new gate entrance off Aldine Western, roads, parking, access, utilities, site improvements, signage and site furnishings for the entire cemetery, updated and new irrigation system, new well, pump station and irrigation pond, and improved drainage system for 100-year storm event to prevent flooding during catastrophic event. The Houston National Cemetery expansion is planned as a Design-Bid-Build acquisition for award in FY20. The Office of Construction and Facilities Management (CFM) will provide 100% design plans and specifications to prospective offerors. The approximate project duration will be 720 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. Sources Sought Notice This source sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this source sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this source sought. Firms interested in submitting their capabilities for this project, you must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety). Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: Design-Bid-Build Experience: Provide at least three projects in the past five years that demonstrate experience with National Cemetery design and construction experience; if no national cemetery experiences, provide at least three projects similar to parks, golf courses that contains at minimum earthwork, grading, precast concrete, cast-in-place concrete, new construction, renovation, roads, landscaping, irrigation, physical security, GIS/GPS, energy efficiency, and commissioning. Capability to perform: Provide a potential team composition for this type of design-build project and the major associated tasks and responsibilities for each team member to include management, scheduling, quality control, safety, construction, and commissioning. Provide a list of current projects and how this project will be managed concurrently with existing projects.
