JEFF 199879A - Old Courthouse Phase II Renovations The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (JEFF 199879 GATEWAY ARCH NATIONAL PARK - Old Courthouse Phase II Renovations, St. Louis, MO) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 4:00 pm Mountain Time on Thursday April 16, 2020. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Gateway Arch National Park Old Courthouse Renovations NAICS Code: 236220 Commercial and Institutional Building Construction Estimated Cost Range: $10 million - $16 million Estimated Period of Performance: January 2021 � June 2022 Project Description The purpose of this project is to rehabilitate and restore the Old Courthouse, a National Historic Landmark, while providing accessibility and life-safety improvements. This includes upgrading HVAC and fire suppression systems and interior accessibility ramps to the second floor to facilitate accessible path between new elevator and courtroom exhibit areas. Protection and restoration of historic fabric according to the Secretary of the Interiors� Standards for Historic Preservation are vital to the project. The base scope of work for this project includes: selective demolition of historic interiors; repair/restoration of historic fabric to match existing; protection of non-replaceable architectural features; upgrade/replacement of mechanical and electrical systems; installation of new interior fan coil units and dedicated outdoor chillers; new electrical which will utilize and update current routing and update controls; new fire suppression system; retrofit new fire alarm system; new emergency lighting; site work related to the installation of new MEP along with associated Ameren duct bank; hazardous materials removal throughout the building; replacement of select areas of hard lid ceiling; select installation of carpet; and all cutting and patching of historic masonry and architectural finishes related to this work. An elevator will be added for access to key interpretive areas on the second floor where the east and west court rooms and the rotunda can be experienced by visitors. The addition of a family restroom, relocation of the museum store, and relocating displaced office space renovations and moves will be included to maximize the amount of universal access space to the greatest extent possible. Update existing lighting including electrical wiring and fixtures. Replace windows and remove AC units that have deteriorated. Archeological monitoring and vibration monitoring will be required for elevator installation and HVAC. The Old Courthouse resides within Gateway Arch National Park, which is a National Historic Landmark. Construction of the courthouse spanned several decades from 1839 to 1862. Protection of historic fabric will be extremely important and the contractor shall expect oversight of all activities impacting historic fabric, particularly demolition, salvaging, and patching. The anticipated period of performance is from January 2021 to June 2022. Typical site conditions are humidity and temperatures during the summer with snow and ice from October to March. The government anticipates issuing a limited notice to proceed in November 2020 to allow for submittal approval and long lead item procurement. ****FIRMS INTERESTED IN THE PROJECT SHOULD POSSESS THE FOLLOWING SPECIALIZED SKILLS AND EXPERIENCE AND ADDRESS THESE SPECIALIZED SKILLS AND EXPERIENCE IN THEIR RESPONSES TO THIS NOTICE. 1) DEMONSTRATED CAPABILITY AND PREVIOUS EXPERIENCE FOR THE FOLLOWING: a. Experience in construction involving rehabilitation/restoration of historic interiors (plaster, stone masonry, etc.) following Secretary of the Interiors� Standards for Historic Preservation. b. Experience in replacement of HVAC and fire suppression systems within commercial/institutional buildings. c. Experience with elevator installation in historic building. d. Experience installing new, historically appropriate windows in historic building. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
