SOURCES SOUGHT MARKET SURVEY FOREIGN MILITARY SALES (FMS) CASE QE-B-UCF Tajikistan Integrated Communications and Sensor System (ICSS) PHASE 2 INTRODUCTION The Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Division D, on behalf of Communication and Engineering Command Security Assistance Management Directorate (CECOM SAMD), is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support a Foreign Military Sale (FMS) in the support of Tajikistan Border Guard Border Security Program (ICSS Phase II). The U.S. Government requests that interested parties submit a brief description of your company, your company�s ability to deliver the required equipment and services, with a cost/price statement describing the Rough Order of Magnitude (ROM), time to deliver, and rate of production.� The result of this market research will contribute to determine the method of procurement and if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET RESEARCH IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND This requirement is in support of CECOM�s Security Assistance Management Directorate (SAMD) Foreign Military Sales (FMS) case for the Tajikistan Border Guard. ��Phase 1 delivered to the Tajikistan Border Guards (TBG) provided an Integrated Communications and Sensor System (ICSS) between border outposts (Zastavas) and respective command levels for the Khatlon region of the Tajik-Afghan border. The system includes integrated unattended ground sensor (UGS) system, centralized control and operational capacity of deployed Border Guards units and communication architecture and infrastructure to support these systems.� The system provided Command & Control (C2) communications for monitoring, emergency and crisis situations in specified regions and border areas.� The system supported the following command levels: One (1) Central Headquarters � Dushanbe; One (1) Regional Headquarters � Khatlon; Two (2) Border Units (BU) � This includes equipment packages for the Mobile Units, Special Reconnaissance Units (SRU) and Tactical Sensor Kits. One (1) Training Facility (TF), Five (5) Border Outposts (BO). REQUIRED CAPABILITIES Phase 2 for the Integrated Communications/Sensor System (ICSS) for the Tajikistan Border Guards includes enhancements/upgrades to the current Phase 1 ICSS.�� Phase 2 also includes training, maintenance/FSR support, FAT/SAT testing and spares for the complete Phase 2 system.� The Phase 2 ICSS system shall build on the existing communication and sensor infrastructure and provide enhanced capabilities for these critical areas: Bridge existing interoperability gaps, Improve voice/data communications links between Otryads and Zastavas Provide longer battery life for the sensors and cameras for up to six months without recharging or replacing batteries Improve command and control over surveillance assets and deployed teams, Situational awareness and common operational picture upgrades The Contractor shall include in their response how they will ensure that all new equipment provided on this contract (i.e. Phase 2 of the ICSS) shall be fully integrated and interoperable with all existing ICSS system equipment (provided in Phase 1 of the ICSS), to include any equipment that is replaced as part of the Contractor�s proposed Phase 2 solution. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS codes for this requirement are 334220, PSC code 5895 with a Small Business Size Standard of 750 Employees. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than 10, 8.5x11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Sources Sought/Market Survey should be in bullet format. No phone or email solicitations with regards to the status of the subsequent RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Salma Khairedin, in either Microsoft Word or Portable Document Format (PDF), via email salma.m.khairedin.civ@mail.mil no later than 12:00 p.m. EST on 16 April 2020, and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: Name of Organization, Company Cage Code, DUNS, Address, Point(s) of Contact with telephone number and email address; b. Size of Business (Small or Large) and any Small Business Status (8(a), HUB Zone, veteran-owned, women-owned, etc.); c. Please indicate which NAICS code(s) your company usually performs under ��������� Government contracts for this type of requirement; Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. � All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
