- Special Notice N0016420SNB49 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code:� AD95 � Research and Development, Operational Systems Development NAICS Code:� 541720 � Research and Development in the Social Sciences and Humanities Response Due Date:� 4 May 2020 Request for Solutions: LOKI ELECTROMAGNETIC SPECTRUM (EMS) PAYLOAD PROTOTYPE PROJECT PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions for a prototype that will provide a more modern, practical and fieldable alternative solution toward obtaining spectrum dominance than traditional DoD EW programs of record through an adaptive solution set that can effectively provide persistent misinformation via the electromagnetic spectrum. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 2371b.� � BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � PROJECT OVERVIEW The Department of Defense desires the development of capability sets that can replicate with high fidelity a wide band and dynamic range of electromagnetic spectrum waveforms and signatures in both frequency and power.�The adversary has made significant advancements in their mission capabilities to rapidly sense and use the electromagnetic spectrum (EMS) to their advantage.��The LOKI EMS Payload Prototype will develop EMS solutions and/or solution sets to counter these effects.� This prototype effort will provide a more modern, practical and fieldable alternative solution toward spectrum dominance than traditional DoD Electronic Warfare (EW) and Counter Intelligence Surveillance Reconnaissance C-ISR programs of record.�It will result in an adaptive solution set that can effectively provide persistent misinformation via the EMS.�Unlike traditional EW, the desire is to take a more proactive approach to get ahead of the adversary.
