Description
Intent of the Notice: In support of the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) International Program Office (IPO) , the Army Contracting Command - Orlando (ACC - Orlando) intends to issue a contract to American Apex Corporation on a sole source basis as the only responsible source that can provide Advanced In-bore Marksmanship Training Enhancement Systems for Tanks (AIMTEST), AIMTEST Spare Parts Kits and New Equipment Training to meet United States Army Security Assistance Commend (USASAC) requirements. Requirements: Field a family of training systems which allows crews to conduct live fire training with a .50 caliber in-bore sub-caliber device that results in significant cost savings vice firing a 73mm or 120mm main gun with live ammunition. The device must connect to the main gun firing circuit via receiver and trigger assemblies that are inserted into a 73mm or 120mm main gun chamber and breech with a wiring harness. The system must be able to fire a .50 caliber round that mimics the firing of the 120mm HEAT-T round, out to 2000 meters and that mimics the firing of the 73mm HEAT-T round, out to 1500 meters. After extensive market research, the Government has determined that there are no other existing sources for systems that can provide the aforementioned required training capabilities. Brief Description: USASAC has designated the PEO STRI IPO as the executing agent for this acquisition. The USASAC requirement is to acquire, field and train AIMTEST and Spare Kits to support gunnery training, qualification, critical task list training and mission rehearsal requirements in CENTCOM. There are two (2) required configurations, which include connection to the main gun firing circuit via receiver and trigger assemblies that are inserted into either a 73mm or 120mm main gun chamber and breech with a wiring harness. The configurations will support Host Nation/Partner Nation (HN/PN) training. Responses: The proposed contracting action is for training systems, components, and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response by 12:00 PM EST April 18, 2020. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received maybe be considered solely for the purpose of determining whether to conduct a competitive procurement. If you have any questions or concerns, please contact the Contract Specialist Mr. Jan A. Forman at jan.a.forman.civ@mail.mil or by phone at (407) 384-3963; or Mrs. Dana D. Graham at dana.d.graham2.civ@mail.mil or by phone at (407) 208-3429.
