- April 3, 2020: Attachment 3 - A&E FY20 Questions & Responses - PUBLIC - Version 1 is posted to this solicitation for public review. March 20, 2020: The NGA office is internally responding to the COVID-19 emergency with reduced office operations and limited access to telework. The full list of questions and responses�will be available for view in this solicitation by April 10, 2020. Please check back for solicitation updates as the COVID-19 emergency evolves. Response dates are subject to change. March 16, 2020: The pre-proposal conference referenced in�the March 5, 2020 solicitation posting will not be held due to concern regarding the current Coronavirus pandemic. Questions regarding the solicitation will be accepted via email through Monday, April 6, 2020. All questions�and�responses�will be publicly posted in this solicitation by Friday, April 10, 2020. March 5, 2020: Phase I - Request for Qualifications - Please follow the instructions in the solicitation. Telephone inquiries will not be accepted. The National Geospatial-Intelligence Agency (NGA) intends to award two or three Indefinite Delivery, Indefinite Quantity (IDIQ) Architect-Engineer contracts for Type �A� (Investigative), Type �B� (Design), and Type �C� (Construction Management) services at NGA's existing facilities in St. Louis and Arnold MO, Scott Air Force Base, IL, and�potential services required at NGA�s new location in St. Louis, MO. These contracts�are being acquired in accordance with the Selection of Architects and Engineers Statute, 40 U.S.C. Chapter 11, as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The proposed contracts will be set-aside for small business utilizing NAICS code 541330, Engineering Services, Size Standard of $15 Million.� Firms owned and controlled by socially and economically disadvantaged individuals are encouraged to reply. Two or three IDIQ contracts will be negotiated and awarded. The amount of the IDIQ contracts (including all options) will not exceed $15 million. �The Architect-Engineer firm awarded an IDIQ contract will be guaranteed a minimum dollar value of $20,000.� Orders under indefinite delivery contracts will be issued on a firm-fixed price basis according to the negotiated labor hours. The minimum amount for each order is $2,000.� The maximum amount for each order is generally $300,000; however larger awards for individual orders may occur.� Orders may be placed against IDIQ contracts until the contract ceiling is met or until expiration of the contract.��� The basic contract period is five years from the date of award, with two, one-year options and a 6-months extension of services option. The total term of the contract inclusive of all options, if exercised, shall not exceed 90 months. The government intends to issue the first task order, providing the guaranteed minimum, with the issuance of the Base contract award. In accordance with FAR 36.601-4(b), the AE firm must be a registered/licensed architectural and/or engineering firm to be eligible for award and provide proof their firm is permitted by law to practice the professions of architecture or engineering in the states of Missouri and Illinois. Failure to submit the required proof could result in a firm�s elimination from consideration. Interviews may be scheduled with firms determined as the most highly qualified. Firms scheduled for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are NOT desired. NOTE: A pre-proposal conference will be held later in March 2020. Please refer back to this soliciation for further details.
