Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Molecular Devices, Sunnyvale, CA 94089 to procure a Service Agreement on an FB-70013 Octet HTX. The vaccine Production Program Laboratory (VPPL) advances candidate products from the laboratory to the clinic; develops manufacturing processes and tests that provide material for Phase I/II clinical trials, with emphasis on techniques suitable for large-scale manufacture of vaccines; produces vaccine components at VRC facilities and through contract agreements and a cGMP pilot plant. and ensures the timelines of vaccine projects selected for clinical trial evaluation, prepares regulatory submissions, and develops appropriate pre-clinical testing for all vaccine products. The Vaccine Research Center (VRC), National Institutes of Health is developing vaccines to provide protection against HIV, Influenza, Ebola, MERS-CoV, RSV, and other viral pathogens. The Vaccine Research Center has a sole source requirement for the acquisition of an Octet HTX platform that has the ability to detect and quantify protein-protein, protein-drug and other interactions. The Virology section within the VRC has a need for immediate repair/servcie of its Octet HTX serial # FB-70013. Octet HTX serial# FB-70013 was purchased from forte-Bio, and requires a service repair to fix error massages. In order to keep the integrity of on-going research projects it is imperative that this equipment be maintained in fully operational status.� Failure to repair this instrument quickly would negatively impact research in progress and fail to protect the investment of the laboratory in both the equipment and resources designated for these projects. The Place of performance is 40 Convent Drive, Bldg 40, Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2018520) to Clinton Scott �at scotttcl@niaid.nih.gov by 7:00 am eastern standard time, April 13, 2020.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
