Description
This is NOT a request for proposal or invitation for bid.� Naval Facilities Engineering Command (NAVFAC), Public Works Department (PWD) Newport, located at Newport, Rhode Island, announces a requirement for a Firm Fixed Price (FFP) construction contract for Solicitation Number N4008520B2535 Building 76 Provide Generator & Transfer Switch. � This project shall be bid to include all labor, tools, qualified supervision, equipment, materials, supplies, equipment, and permits necessary to complete the General Requirements and Statement of Work. Project Information: Solicitation Number:� N4008520B2535 Title:� Building 76 Provide Generator & Transfer Switch Location:� Naval Station Newport, Newport, RI, 02841 The Government will issue the solicitation as an Invitation for Bid (IFB) as a 100% Total Small Business Set-Aside. Contract award will be based on Far Part 14 � Sealed Bidding.� Award shall be made on the total of the�Base Bid to the responsive and responsible bidder with the lowest price acceptable to the Government. The IFB will be issued on or about�23�April 2020.� The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://beta.sam.gov) website. Description of Work: Remove & dispose of existing generator and provide generator, automatic transfer switch for building 76 & all associated wire, conduit, terminations as needed for a complete & usable facility. The contractor shall provide all necessary supervision, labor, material & equipment to complete the work described below, and as indicated in the following attached enclosures and associated specifications. The contractor shall replace the existing generator, ATS and wiring in accordance with all specifications referenced in this document. Wiring Contractor shall remove existing wiring in the conduit from the generator to the ATS, from the main disconnect to the ATS, and from the ATS to the main distribution panel. Removal of Existing Diesel Generator General Requirments Building 76 is the main communications building for the entire Naval Station. Power to this facility cannot be interrupted more than 30 minutes at one time. This building is occupied and is required to be fully operational during this project. Contractor shall provide temporary utilities as required for the duration of this construction project. Materials must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards. Removal of Product, Pumpable Liquids, and Sludge Existing generator has an underbelly day tank. Contractor shall contain and store tank product, pumpable liquids, and sludge onsite, prior to disposal. Treat contaminated water as specified. Analyze and segregate tank product, pumpable liquids, and sludge to recover reusable products prior to being transported to the designated location. Remove and dispose of tank product, pumpable liquids, and sludge. Use of Government facilities for permanent storage or disposal of the wastes is prohibited. Temporary storage on Government facilities will be allowed only until testing is complete, manifests (if necessary) are complete, and transportation is arranged. The Contractor is responsible for obtaining all required permits. Usable product shall b the property of the Contractor. Provide approved containers, vehicles, equipment, labor, signs, labels, placards and manifests and associated land disposal restriction notices and notifications, necessary for accomplishment of the work, including materials necessary for cleaning up spills that could occur from tank removal operations. Contractor shall comply with the requirements in Naval Station Newport's Spill Prevention, Control and Countermeasure Plan (SPCC) in order to prevent the release of oil to the land and waters. Contractor is also responsible for meeting the requirements in 40 CFR Part 112, RIOEM Oil Pollution Control Regulations, OPNAV-M-5090.Environmental Readiness Program Manual and NSN 5090.1 Oil and Hazardous substance Spill Response Procedures. Provide Generator & ATS The contractor shall provide an 80 kW at 0.8 power factor diesel generator with a 400-amp automatic transfer switch in accordance with attached UFGS. Contractor shall provide a generator that provides a 300-amp service for a minimum of 24 hours. Provide all electrical wiring from generator to ATS, main disconnect to ATS and ATS to main distribution panel in accordance with attached UFGS. Conduit currently enters from the side of the unit. The existing conduit may be re used or retrofitted as needed to make all electrical connections. Include all other materials and labor as required to perform the completion of the scope and provide a complete and usable product. Before placing in service the tank must be tightness tested and inspected in accordance with API standard 650, 12th edition. The new generator requires a preconstruction air permit from the Rhode Island Department of Environmental Management, Division of Air Resources. Contractor shall prepare the air permit application and submit it along with the manufacturer data sheet for the generator to the Air Program Manager for Naval Station Newport. The �manufacturer detail sheet or a supplemental data sheet must be included that provides the emission data for the generator. The manufacturer data sheet must include the fuel tank capacity.
