Description
46TS/OL-A requires a portable 8� X 20� classified facility, accredited under Intelligence Community Directive (ICD) 705 to process classified information.� Note:� The use of the term SCIF is interchangeable with SAPF because accreditation requirements for both facilities are equal. Salient Characteristics Accreditation Standards: � ICD 705, Sensitive Compartmented Information Facilities, May 26, 2010 � Intelligence Community Standards (ICS) 705-1, Physical and Technical Standards for Sensitive Compartmented Information Facilities, September 17, 2010 - ICS 705-2, Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information Facilities, September 17, 2010 � Intelligence Community (IC) Tech Spec � for ICD/ICS 705 version 1.4, September 28, 2017 Doors and Locks: One (1) STC-50 Right-hand out swing Main Entrance SCIF door, with appropriate hardware, NSA Approved CDX-10 series and suitable day lock (Generally either Simplex Mechanical or LKM 10K) HVAC: 20� Unit includes 2 Ton HVAC Split System Exterior Electrical: Exterior Electrical Input and Attachment Includes: - Designed for 120/208 VAC, 60 Hz, Single Phase, 125 Amps, Utility Room hookup to Client�s power Interior SCIF Electrical shall include: - One (1) Internal SCIF Power Panel rated up to 100 Amps, 110 VAC, 60 Hz, Single Phase - Ten (10) 110 VAC Duplex Outlets for Eight (8) workstations, and Two (2) Convenience outlets Lighting: - Appropriate LED lighting, internal to the SCIF, of a standard office environment - Emergency Egress Lighting - Exterior Jelly Jar over Door - Exterior Light in Utility Area Intrusion Detection System (IDS) Preparation: - Conduit and Junction Boxes included for One (1) balanced magnetic switch (BMS), One (1) keypad, One (1) 360� motion sensors and one (1) Intrusion Detection System (IDS) control unit for sub-contractor provided IDS that is to be installed by separate contractor. Location of prewiring: To Be Determined by OL-A, 46TS Communications: Exterior data input shall include: Two (2) Panel Boxes and (2) Penetrations for telephone, and network hookups provided with appropriate means to bring external communications into the interior. The network panels boxes shall be physically separated to provide Secure and Unsecure Data Interior Data Shall Include: (Locations� determined by the 46TS/OL-A) One (1) Secure and One (1) Unsecure Surface mounted Power and Communications raceways 20� Unit Includes: Sixteen (16) Communications lines for Secure communications 20� Unit Includes: Eight (8) Communications lines for Unsecure communications Two (2) (CAT 6) Communications lines for POTS One (1) standard Network line (CAT 6) for future installed IDS/ACS system Each workstation is to include 1 duplex power outlet, 2 secure drops and 1 unsecure drop. The Secure (approx. 4� AFF) and Unsecure drops and power (approx. 39� AFF) shall be in separate wire-mold runs surface mounted to the walls OL-A, 46 TS is responsible for providing the appropriate telephone and data lines to the new SCIF; contractor is responsible for providing the connectivity method to the SCIF Support for two (2) 24 port HP switches, nothing smaller One switch required for NIPRNET One switch required for SIPRNET The NIPRNET and SIPRNET switches must be inside lockable enclosures.� The enclosures shall be at least 36 inches apart.� 110 volt power shall be available to each enclosure for the switch One conduit of one inch diameter from the outside to the 1st enclosure One conduit of one inch diameter from the 1st enclosure to the 2nd enclosure 1st enclosure shall have a connection to the unclassified wire mold 2nd enclosure shall have a connection to the classified wire mold Phone Lines: Shall use an unpowered 66 punch down block. Punch down block must be in a lockable enclosure.� There are no special requirements or power needs.� One conduit of one inch diameter from the outside to the enclosure. Finishes: - Exterior � Sherwin Williams Conch Shell - Interior � Shall be the color of the Sound Panels - Plastic Mat Flooring shall be used Furniture: Shall include Four (4) 18�D x 4�W Fold down tables Delivery Services: The Contractor shall ship, deliver, offload and level the SCIF at Patrick AFB, FL. �This includes contractor-provided crane. The Contractor is not responsible for providing fire detection/suppression, CCTV, ACS, IDS and UL2050 monitoring. TEMPEST Standards and TEMPEST Testing are not required. All documentation associated with accrediting the SCIF shall be provided no later than 30 days from delivery and installation of the facility. Maintenance Requirement: No maintenance is included after the one year warranty. Period of Performance: SCIF shall be delivered and installed no later than 120 working days after receipt of order (ARO).� Contract performance period shall be 90 days after installation of the Intrusion Detection System after direction of the Contracting Officer to allow for acceptance of accreditation. Government �Beneficial Occupancy� (48 CFR � 52.236-11) The Government shall take possession (Beneficial Occupancy) of the SCIF immediately after contractor delivery to site for the purpose of installing utilities and the IDS/access control system (ACS), by separate contracts.� Before taking possession of or using any work, the Contracting Officer shall furnish the Contractor a list of items of work remaining to be performed or corrected on those portions of the work that the Government intends to take possession of or use. However, failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government's possession or use shall not be deemed an acceptance of any work under the contract. While the Government has such possession or use, the Contractor shall be relieved of the responsibility for the loss of or damage to the work resulting from the Government's possession or use, notwithstanding the terms of the clause in this contract entitled Permits and Responsibilities. If prior possession or use by the Government delays the progress of the work or causes additional expense to the Contractor, an equitable adjustment shall be made in the contract price or the time of completion, and the contract shall be modified in writing accordingly. After installation of utilities and the IDS/ACS, the Government shall perform an accreditation of the SCIF.� The Contractor shall be responsible for modifying the SCIF as needed to meet accreditation requirements.� This excludes external utilities and the IDS. The Contractor�s warranty shall be effective for one calendar year from the date of Government accreditation. **SEE ATTACHED STATEMENT OF WORK FOR FURTHER REQUIREMENTS**
