INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.ï¿½ The Office of Knowledge Management (INL/KM) provides technical assistance to INL program offices in addressing the full range of counternarcotics and criminal justice development issues in over 90 partner countries around the globe and with international organizations. ï¿½Technical advisory assistance includes developing standardized approaches to assessments and technical assistance, reviewing international drug policy issues for evidence-based criteria, and identifying best practices across subject areas. ï¿½INL/KM also assists INL programs by identifying, networking, and leveraging expertise from across the bureau. ï¿½INL/KM also is responsible for developing strategic partnerships with international and U.S. state, county, municipal, and federal law enforcement, justice sector, corrections, and public health agencies and institutions to bring up-to-date and relevant expertise to bear on INL programs. ï¿½ The United Statesï¿½ drug control strategy includes the dual and complementary pillars of drug supply reduction and drug demand reduction and are core components in the balanced fight against illicit drug availability and misuse. ï¿½Currently, INL manages counternarcotics programs in numerous countries and transnational programs that in some cases are implemented by international organizations, such as the United Nations Office on Drugs and Crime (UNODC), International Narcotics Control Board (INCB), and the World Health Organization (WHO). ï¿½ INL supports programs and organizations that monitor and report on emerging drug use trends and threats to public health and makes data driven recommendations for international scheduling under the three UN drug control conventions. ï¿½Additionally, INL supports development of evidence-based drug misuse prevention and treatment programs globally, as well as leads the Departmentï¿½s engagement in several expert fora on drug control. ï¿½ ï¿½ ï¿½ ï¿½ ï¿½ï¿½ The purpose of this Personal Services Contract is to perform the duties of a Narcotics Science Advisor (ï¿½Advisorï¿½) who will be part of INL/KMï¿½s Technical Advisory Division. ï¿½The Advisor will serve as a policy and technical advisor on a full range of issues related to narcotics, drug demand reduction, public health, and science activities. ï¿½S/he will serve as a resource for INL program managers by providing expert guidance in how to assess, design, and monitor evidence-based drug demand reduction (DDR) programs that are consistent with U.S. foreign policy goals and directives. ï¿½The Advisor will also provide narcotics science and drug demand reduction-related technical expertise within INL, and on behalf of the bureau, in interagency and international / multilateral settings drawing on his/her scientific background, particularly in the fields of neuroscience and pharmacology. ï¿½The Advisor will review and remain cognizant on current drug-related public health scientific research, analysis, and findings from influential civil organizations and international organizations like the World Health Organization (WHO). ï¿½The Advisor will provide written and oral analysis, interpretations, and recommendations on drug control-related scientific matters, particularly those with a nexus to neuroscience and pharmacology, of importance to U.S. foreign policy, including briefings to senior Department of State (DOS) officials and foreign governments. ï¿½In consultation with the team lead and program offices, the Advisor will participate in the development of drug control policies and programs in the area of illicit narcotics use prevention and treatment, particularly in the fields of neuroscience and pharmacology, ï¿½by researching issues in assigned program areas and drafting proposed guidelines and explanatory material. ï¿½Additionally, the Advisor will support U.S. international drug demand reduction programs, consultations, and conferences. ï¿½ ï¿½ï¿½ DUTIES AND RESPONSIBILITIES Under the direct supervision of a Washington-based INL/KM Cross Functional Team Lead or his/her designee, the Advisor will perform the following duties: ï¿½ï¿½ï¿½ ï¿½Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of programs designed to address, prevent, and treat substance use disorders, particularly in the fields of neuroscience and pharmacology.ï¿½ ï¿½ï¿½ï¿½ ï¿½Provide INL policy staff with an analysis of the technical/scientific drug classification and regulatory recommendations emanating from the World Health Organization (WHO).ï¿½ ï¿½ï¿½ï¿½ ï¿½Serve as an advisory resource for INL policy staff on scientific proposals put forward through multilateral fora in the areas of drug demand reduction and drug classification/regulation.ï¿½ ï¿½ï¿½ï¿½ ï¿½Provide assistance to bilateral and centrally managed DDR programs for activities directed at supporting the assessment, delivery, management, and evaluation of foreign assistance related to drug demand reduction to further United States foreign policy interests and alignment with international drug control conventions. ï¿½ ï¿½ï¿½ï¿½ ï¿½Develop a new Drug Demand Reduction Strategy in support of INL-funded foreign assistance programming that is undertaken through INL Headquarters and field offices.ï¿½ ï¿½ï¿½ï¿½ ï¿½Draft statements of work, reports, program plans, training curricula or other materials as needed. ï¿½ï¿½ï¿½ ï¿½Write and contribute to assessment reports in a timely manner. ï¿½ï¿½ï¿½ ï¿½Review drug control recommendations and the underlying research from international organizations and provide a professional analysis. ï¿½ ï¿½ï¿½ï¿½ ï¿½Participate as a technical expert in technical review panels. ï¿½ ï¿½ï¿½ï¿½ ï¿½Attend meetings and conferences and represent INL in the interagency, bilateral, and multilateral meetings, processes, and events. ï¿½ ï¿½ï¿½ï¿½ ï¿½Organize workshops for INL and embassy staff on international narcotics science and drug demand reduction policy and programs. ï¿½ï¿½ï¿½ ï¿½Organize U.S. visits by international drug use prevention, treatment, and recovery partners in coordination with other offices in the Department.ï¿½ ï¿½ï¿½ï¿½ ï¿½Prepare background and briefing materials, speeches and talking points for a range of Department of State staff including but not limited to the KM Office Director, INL Assistant Secretary and Deputy Assistant Secretaries. ï¿½ï¿½ï¿½ ï¿½Contribute to policy development through briefing of senior officials, participation in interagency working groups, and interaction with foreign governments in bilateral and multilateral settings. ï¿½ï¿½ï¿½ ï¿½Participate in outreach activities with domestic and international communities and organizations, including academia, civil society, and others on area of expertise to increase awareness of INL drug demand reduction programs. ï¿½ ï¿½ï¿½ï¿½ ï¿½Provide technical advice to program officers to aid in the development of effective, evidence-based illicit drug prevention, treatment, and recovery programs and interventions. ï¿½ï¿½ï¿½ ï¿½Conduct outreach to program officers to educate on effective demand reduction programs and best practices. ï¿½ï¿½ï¿½ ï¿½Help produce the annual Field Guide to counternarcotics program development. ï¿½ï¿½ï¿½ ï¿½Participate in or contribute to othersï¿½ participation in bilateral/trilateral/multilateral dialogues, including the U.S.-EU Drugs Dialogue, the North American Drugs Dialogue, and the Commission on Narcotic Drugs. ï¿½ï¿½ï¿½ ï¿½Participate in expert working group meetings with WHO, UNODC and others as necessary and in coordination with INLï¿½s Counternarcotics and Drug Demand Reduction team and other INL offices. ï¿½ï¿½ï¿½ ï¿½Coordinate with Training and Program Design offices to incorporate relevant subject matter in INL training materials and program management tools. ï¿½ï¿½ï¿½ ï¿½Perform other duties as requested and assigned directly related to this Statement of Work. ï¿½ï¿½ï¿½ ï¿½Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) difficult conditions ï¿½ï¿½ ï¿½ RELATIONSHIPS The Advisor will report to the INL/KM Cross-Functional Team Lead who reports to the Technical Advisory Division Chief. ï¿½This position does not have any supervisory responsibilities. The Team Lead will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbentï¿½s official yearly review. COMPLEXITY The work involves managing and providing technical expertise for various drug demand programs, simultaneously, as well as leading efforts that will have a major impact on the way in which the INL bureau utilizes and accesses subject matter expertise essential to its work. ï¿½The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. ï¿½ï¿½ SCOPE AND EFFECTIVENESS The Advisor performs a broad range of such as providing technical guidance, analysis, and information related to narcotics interventions and demand/use. ï¿½Knowledge of development practices and approaches coupled with technical experience is necessary to help design well-conceived drug demand reduction programs that produce viable results. ï¿½ PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.ï¿½ï¿½ ï¿½U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.ï¿½ï¿½ ï¿½Doctoral degree or equivalent from an accredited institution in a field of science related to narcotics use, particularly focused on neuroscience and pharmacology.ï¿½ 3.ï¿½ï¿½ ï¿½A minimum of five (5) years of progressive professional experience related to neuroscience and pharmacology, and which provided applicant with the knowledge to assist in the development, implementation, and oversight of INL worldwide programs for drug prevention and treatment; or, a.ï¿½ï¿½ ï¿½ A minimum of two (2) years of direct experience working on drug demand reduction policy. 4.ï¿½ï¿½ ï¿½A minimum of two (2) years of experience advising or managing foreign assistance-funded programs.ï¿½ 5.ï¿½ï¿½ ï¿½Demonstrated experience representing an organization in high-level inter-agency settings and in multilateral meetings. ï¿½ 6.ï¿½ï¿½ ï¿½Prior experience working with international organizations and other U.S. government agencies. Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background.
