Description
This is a SOURCES SOUGHT announcement; market survey for information only, to be used for preliminary planning purposes. No quotes or proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) � Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit and award a contract for preparing a series of survey histories on selected topics on the history of the U.S. Army Corps of Engineers from the American Revolution to the present on behalf of the Office of History (CEHO), HQ, U.S. Army Corps of Engineers. The contractor will research and write a volume in that series focusing on the USACE and the history of USACE Research & Development from 1802 to the present. The text must be accompanied by informative and visually appealing images. The proposed contract action is expected to be a Firm-Fixed Price contract procured below the simplified acquisition threshold. The period of performance is anticipated to be 12 months from the date of award. This approximately 40,000-word volume will trace the history of USACE Research & Development (R&D) from 1802 to the present. This history would cover early research by the Corps of Engineers in the nineteenth century including experimental work initiated at Willet�s Point Engineer School of Application and, later, by the Mississippi River Commission (1879). The bulk of the study will focus on the twentieth century. This period includes research and development conducted at the Engineer School and published in the Occasional Papers before, during, and after the First World War; R&D produced by the Waterways Experiment Station in Vicksburg in the interwar years and beyond; World War II era research focused on military R&D to include runway and pavement research, weaponry, and Cold Weather Research; the rapid expansion of Corps research in the years after the war to include topographical research, the consolidation of Cold Regions Research, the establishment of the Coastal Engineering Research Center, and renewed focus on Construction Research; �green� environmental research in the 1960s and 70s; and technological and computer R&D in the Information Age to include advances in topographical engineering, Geographic Information System (GIS), and the formation of the Information Technology Laboratory; and later advances in Civil Works to include the merging of Coastal and Hydraulics Research; the militarization of Geotechnical Research; the growth of Civil Structural Research; and the standup of ERDC.� Interested SMALL BUSINESS vendors with NAICS Code 541990 - All Other Professional, Scientific, and Technical Services; are encouraged to submit a Capability Statement/Prospectus or other data outlining their experience and expertise in the areas discussed within the Draft PWS to the Contract Specialist. Please include your company�s CAGE code and DUNS number with your response to this SOURCES SOUGHT announcement. The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information: Organization name, location and CAGE code. Socioeconomic Status Company's capability to perform work as described in the PWS to include, but not limited to: Examples of comparable work performed within the past 3 years with a brief description of the project(s), customer name(s), contact information and dollar value of the project(s). Resources/ personnel the company has to enable performance of the required work Comments on the draft PWS This market survey is for informational and planning purposes only and does not constitute a Request for Quote (RFQ). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
