- Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract with Hexagon US Federal, Inc., �to continue operations and sustainment for the Enterprise Print initiative, to modernize data ingest and transformation processes using open source software tools that supports this requirement by ingesting the Spot or vector GeoPDF, and generate the following required map/chart formats per product from topographic, aeronautical and toponymic source data: 1. Spot GeoPDF (600 dpi, with spot color applied for red light & blue light readability) 2. Low res GeoPDF (400 dpi RGB or CMYK) 3. Vector GeoPDF (RGB or CMYK) 4. Compressed Arc Digitized Raster Graphic (CADRG) 5. Enhanced Compressed Raster Graphic (ECRG support. �Hexagon US Federal Inc., is the only vendor who can provide the required level of support necessary to avoid operational impacts to the vast user community. Hexagon US Federal Inc., familiarity with the Enterprise Print software baseline, architecture, operations, user community, and roadmap make them the most risk averse and cost effective solution for this extension period. Any change in contractor prior to award of a follow-on contract would create a disruption that would unnecessarily introduce additional risk to the customer base and degrade their operational effectiveness. The sole source modification to the existing contract will continue to provide development operations for the Enterprise Print software baseline under terms consistent with the current requirements of the contract. All maintenance (preventive and scheduled), performance monitoring and issue resolution, discrepancy report (DR) work-off efforts, and usage analysis are included in this effort. Transition planning will be included in this extension to facilitate a smooth transition to a development and sustainment contract following this extension period. The period of performance for the existing contract will be extended for a total of 3 months, to July 2020. This notice is in accordance with FAR Subpart 5.2 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
