SOURCE SOUGHT THIS IS A SOURCES SOUGHT ANNOUNCEMENT IS FOR INFORMATION & PLANNING PURPOSES ONLY; IT IS NEITHER A SOLICITATION ANNOUNCEMENT NOR A REQUEST FOR PROPOSALS OR QUOTES AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT. A CONTRACT MAY NOT BE AWARDED AS A RESULT OF THIS SOURCES SOUGHT ANNOUNCEMENT. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. RESPONSES TO THIS SOURCES SOUGHT MUST BE IN WRITING. THE PURPOSE OF THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR MARKET RESEARCH TO MAKE APPROPRIATE ACQUISITION DECISIONS AND TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES, VETERAN OWNED SMALL BUSINESSES, 8(A), HUBZONE AND OTHER SMALL BUSINESSES INTERESTED AND CAPABLE OF PERFORMING THE WORK. DOCUMENTATION OF TECHNICAL EXPERTISE MUST BE PRESENTED IN SUFFICIENT DETAIL FOR THE GOVERNMENT TO DETERMINE THAT YOUR COMPANY POSSESSES THE NECESSARY FUNCTIONAL AREA EXPERTISE AND EXPERIENCE TO COMPETE FOR THIS ACQUISITION. SERVICES DISABLED VETERAN OWNED SMALL BUSINESS, VETERAN-OWNED SMALL BUSINESS, 8(A), HUBZONE, WOMEN OWNED SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, OR SMALL BUSINESS HUBZONE BUSINESS AND (I) MUST PROVIDE A CAPABILITY STATEMENT THAT ADDRESSES THE ORGANIZATIONS QUALIFICATIONS AND ABILITY TO PERFORM AS A CONTRACTOR FOR THE WORK DESCRIBED BELOW. Low voltage systems technical support NAICS code 561320 PSC J065 6 MONTH IDIQ PROJECTED START 5/1/2020 TO 10/31/2020 Contract Title. Low voltage systems technical support at Baltimore and Loch Raven VA Medical Centers, 10 N. Greene Street, Baltimore, MD 21201 and 3901 The Alameda, Baltimore, MD 21218. Scope of Work. The Contractor shall provide all personnel and management services for VA Baltimore and Loch Raven Medical Center s low voltage systems as defined below. The government requires a broad range of technical assistance related to low voltage hospital systems. This includes routine and emergency low voltage electronic systems support, addressing a backlog of Work Orders and Preventive Maintenance inspections and other related low voltage services. Note: The contracted employees shall not perform inherently government functions as defined in the Office of Federal Procurement Policy (OFPP) Letter 92-1, Inherently Government Functions and FAR 7.5, Inherently Government Functions. It should also be understood that no government employee will be supervising any contract employee and no contract employee will be supervising any government employee under this contract. Lastly, the contractor shall represent themselves as a contract employee when engaged in official communications regarding government related program matters. Task Area. Work Order and Preventive Maintenance Support The contractor shall provide work order support services that include emergency and routine work orders on low voltage systems per Baltimore and Loch Rave Medical Centers local policy. The contractor shall also provide support on scheduled preventive maintenance work order for the low voltage systems. Work Orders: Assist the government in troubleshooting and correcting the deficiencies as related to the work orders. Providing the inventory clerk with the list of required parts to correct the deficiencies in a timely manner. Closing out the work orders per the VA policy and documenting the appropriate labor and material cost. Preventive Maintenance: Performing preventive maintenance on low voltage equipment in inventory in a timely manner per manufacturers recommendations. Key Personnel. Low Voltage Technical contractor shall assign a Program Manager (PM) and an Alternate Program Manager (APM) to oversee all aspects of the contract. These managers shall report to the COR, and CO as necessary/appropriate. The COR, and CO as necessary/appropriate will provide the contractor PM/APM instructions of what is needed for each task, and it will be the PM/APM responsibility to ensure all contract employees adhere to terms and conditions of the contract services and its orders. The PM/APM shall have full authority to commit the contractor on matters concerning the contract, etc., and they will be the contractor s authorized point of contact with the CO and be the supervisor for contractor employees assigned to the contract. Note: A copy of each contract employee s certified timecard shall be electronically provided via email or hard copy to the COR for each pay period from the Program Manager/Company. Contractor shall provide a brief one paragraph synopsis of the PM and the APM, as well as resumes of initial team of contract professionals (see list of required qualifications below) anticipated to be assigned in support of the service contract. Note: Contractor shall be aware that resources requirements may fluctuate throughout the life of this contract and therefore the contractor shall be prepared to adjust resources based on VA program requirements. Customer Support. The service agreement shall include three (3) days a week on-site presence during normal business hours (Mon Fri; 0700 1600) excluding Federal Holidays and an emergency response within four (4) hours of notification for the duration of the contract. Electronics Technician Support qualifications. The contractor must employ mechanics and technicians that are trained in the applicable codes, standards, and manufacturer requirements for maintenance and repair of low voltage systems with at least 5 years experience satisfactory performing such maintenance on comparable equipment. The electronic technicians must be able to apply advanced technical knowledge to solve complex problems that typically cannot be solved solely by referencing manufacturer s manuals or similar documents. Examples of such problems include determining the location and density of circuitry, evaluating electromagnetic circuitry, and isolating malfunctions. Work typically requires an understanding of the interrelationships of circuits, exercising independent judgement in performing such tasks as making circuit analyses and tracing relationships in signal flow, using complex test instruments such as high frequency pulse generators, frequency synthesizers, distortion analyzers, and complex computer control equipment. The contractor shall provide the technician experience prior to dispatch. Training. Training of VA staff and maintenance employees on the operation and maintenance of low voltage systems such as: PACS, CCTV, Fire Alarm, Overhead Paging, Wander Guard, TV, Lifts, and Bed equipment currently in use at Baltimore and Loch Raven Medical Centers. Low Voltage Systems: Hospital Beds: Hillrom, Sizewise, Stryker Patient Lifts: Prism Medical & various Access System: Lenel TV: Samsung & various CCTV: Axis & various Fire Alarm: Siemens Overhead Paging Wander Guard Safety Precautions. The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees.
