--------------------------------------------------------------------------------- Questions & Responses: 1.� In regards to coating, is it allowable to bid �in exception�.� We ask because all the specifications appear to relate to liquid but a CARC powder is shown on the approved supplier list. Response:� no 2. A zinc phosphate preparation is stipulated but that process is a corrosion protective step that severely restricts a lot of processes.� And, with an epoxy based zinc-rich powder primer, the corrosion protection resulting from a powder coating will be equal to or better than the zinc-phosphate.� (To the best of our knowledge, no one still does zinc phosphate conversion coating.� We do not even know of anyone that still does iron phosphate preparatory coating.) Response:� The drawing (12998172) requires zinc phosphate coating TT-C-490 Type I (zinc phosphate) not Type VIII (zinc rich primer). �It is not recommended using Type VIII zinc rich primer because it will cause excessive paint thickness which will fail flexibility and impact resistance.� The drawing requires zinc phosphate coating, acrylic electrodeposited primer, and urethane powder CARC paint. �There are a many companies that perform zinc phosphate conversion coatings. �It is not recommended to use iron phosphate coating drawing requires zinc phosphate coating. 3. In regards to foam fabrication,�are multiple layers acceptable?� Per specifications, we anticipate 5-6 layers of foam but need clarification that this is expected in the final deliverable.� Obviously, we intend to bond the layers in accordance with the specifications.� However, for simplification of the die cut on multiple planes, it would be beneficial to divide the middle section into one or two additional layers. Response:� Multi layering is acceptable as long as it end result meets the drawing requirements. 4.� In regards to the label material, are there any thickness requirements or material preferences (poly is the most common).� None are listed in the mil-specification given or the solicitation. Response:� See Note 4., of drawing 13006465. 5.� Are pre-existing ammo boxes acceptable? Response:��Pre-existing ammo boxes, preferably M19A1 or equivalent, may be utilized. The intent of Note 4 on 13006465 is to utilize pre-existing ammo boxes, preferably M19A1 or equivalent. All attempts should be given in acquiring pre-existing ammo boxes. An alternative method could also be presented as stated within note as well. If these attempts fail, then building new ammo boxes to the technical data package would be accepted. ---------------------------------------------------------------------------------------------------------------- Amendment 0004 is posted on April 6 2020 1.� �Pre-existing ammo boxes, preferably M19A1 or equivalent, may be utilized. The intent of Note 4 on 13006465 is to utilize pre-existing ammo boxes, preferably M19A1 or equivalent. All attempts should be given in acquiring pre-existing ammo boxes. An alternative method could also be presented as stated within note as well.
