- Description
- The Washington Office - AQM � Rocky Mountain Region intends to award a contract on a sole source basis for statewide Dispatch Services with the State of Wyoming � Department of Transportation, on behalf of the Rocky Mountain Region � Law Enforcement and Investigations (LEI) Program.� The services are provided through the State Agency Law Enforcement Communications System (SALECS), which is the centralized communication center based in Cheyenne, WY.� SALECS provides communication links between public and emergency services, and is for use by Wyoming sworn, non-sworn officers, and emergency personnel as well as USDA � Forest Service (FS) Protection officers throughout the state of Wyoming.� SALECS is proprietary to the State of Wyoming and provides dispatch and communication services if an emergency should occur, and this service is not available through the Federal Government, as each State utilizes a different system.� The officers will utilize this service for communication, safety and other concerns while on duty. �SALECS system is the only system offered in the state of Wyoming, and the USDA � FS must be provided access to the system so all USDA � FS Protection Officers operating in the State of Wyoming on Federal Land can obtain current emergency related information where they may be required to provided assistance, and/or request assistance as needed for safety and jurisdiction reasons.� The Services will include, but not limited to: Providing 24 hour/7day a week communications link between public and emergency services using computer, phone and radio equipment; Processing officer-initiated traffic stops and/or any other situations requiring law enforcement response; Tracking location and status of officers to ensure officers receive necessary assistance and backup for officer safety; Directing emergency response to LEI specific events and other emergency situations; Sending medical assistance to the injured; Documenting officer activities and event details; Providing officer with information from computerized law enforcement files. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(1), Soliciting from a Single Source � For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available.� The State of Wyoming � Department of Transportation has been identified through Market Research as the only vendor that is capable of providing Dispatch Services in the State of Wyoming. The anticipated contract will include a one (1) year base period, four (4) one-year option periods. This procurement is being conducted under the Simplified Procedures; only one source has been determined to be capable of providing services. The Government intends to use FAR Part 12 to purchase the above listed services. This requirement is not reserved exclusively for Small Business concerns as required by 13.003 (b), as determined by the Contracting Officer in accordance with FAR 19.501 (c) and FAR 19.502-2 (a), and will be awarded under the North American Industry Classification System (NAICS) Code: 921190 � Other General Government Support.� There is no SBA Size Standard for the NAICS code, and is considered Other Than Small. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, April 10, 2020, 10:00 a.m. MST. �E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell this item to the government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action is based on this notice and solely within the discretion of the Government.
