- Page 3 of 3 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE ELECTRONIC SIGNATURE PADS (OMAHA ACC ACTIVATION PACKAGE 53) INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to award a contract on a sole source basis to Lofton Innovation, LLC, a Service-Disabled Veteran Owned Small Business (SDVOSB) for the acquisition of Electronic Signature Pads for the VA Nebraska-Western Iowa Healthcare System Ambulatory Care Center. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of 38 U.S.C � 8127 (c) (Also known as the Veterans First Contracting Program) implemented under VA Acquisition Regulation (VAAR) subpart 819.70, which provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business or a Veteran-Owned Small Business concern. It is anticipated that a firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The North American Industry Classification System (NAICS) code for this requirement is 334118 with a small business size Standard of 1,000 employees. DISCLAIMER: Pursuant to VAAR 819.7007 (b) The contracting officer s determination to make a sole source award is a business decision wholly within the discretion of the Contracting Officer; however, responsible sources may identify their interest and capability to respond to the requirement by submitting a capability statement. The capability statement must include documentation that provides evidence of the contractor s ability to meet the Government s requirement. A business that intends to provide equipment manufactured by others must include in its capability package a letter or other documentation from the original equipment manufacturer(s) (OEM) stating the business is an authorized distributor of the proposed item(s). See attached document: FINAL SOW FY20-53 eSig Pads. Capability packages must be received no later than Monday, April 13, 2020 at 2PM EST be considered. Responses must be submitted electronically to Dawn.Schydzik@va.gov. This notice of intent to solicit from a single source is not a request for quotes. The Government will review capability packages received by the due date and time. Responses received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement in lieu of soliciting from a single source. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. End of Document
