Description
The General Services Administration (GSA) Office of Inspector General (OIG) conducted a fair and open solicitation resulting in a Firm Fixed Price contract award 47J00019F0007 to DLT Solutions on May 7, 2019. DLT Solutions, a Tech Data Company, and Appian partnered (�Team DLT�) to develop the Audit Application system at GSA OIG. The contract was to implement the Appian Low-Code platform replacing eleven (11) legacy applications that support the Audit organization of the OIG. Per the Inspector General Act of 1978, all OIG offices are required to submit Semi-Annual Reports (SAR) to Congress twice annually; these applications are fundamental to that mission. Additional features such as additional data migration, and report and dashboard development are needed to ensure the system meets the complete needs of the agency such as: post go live support, assist in post go live system administration and support activities; Configure change requests based on production user feedback; backlog story configuration; begin configuration of top backlog stories to continue refinement and enhancement of the Audit application; enablement accelerating staff development; work with designated GSA OIG resources to enable them to transition to being the primary support and enhancement resources for the application. We are authorized to limit competition on the basis of the citation in section 4. A logical follow on contract is deemed available only from DLT Solutions LLC because of the continued development of the GSA OIG Audit Application Development system. The initial scope of the contract stipulated that the existing database was to remain in place; it was determined that this was not possible due to the architecture of how the database was compiled. This necessitated the data migration to a new, stable database requiring considerable effort to ensure that data integrity was preserved. Team DLT has been defined and has constructed technical details of the new database structure regarding how the migration will take place by preceding analysis of legacy database design in the initial contract. Since the core technical architecture and business logic are in place, it is critical that Team DLT finalize the migration process, refine the migration effort estimates, and ensure APPIAN platform suitability. If DLT Solutions LLC is deferred or denied, there is a significant gap in support data migration efforts that a different vendor is currently unable to deliver. The GSA OIG had a mandatory deadline of March 1, 2020 per the requirements of the Federal Information Security Management Act (FISMA), to decommission the legacy applications due to security violations. In spite of the database issues and the hard deadline for completion, the Appian platform was delivered as of February 27, 2020 as a Minimum Viable Product (MVP). The initial contract for the APPIAN tool is in the O&M phase by the original DLT developer team for minimum support of optimization, error correction and deletion of discarded features replacing different types of features according to users� demands. The changes are necessary to be extended in decent level of modification that includes additional enhancement features to the Appian tool. To avoid unacceptable delays in fulfilling GSA OIG�s needs, it is highly required to keep these experienced and highly qualified DLT personnel, who are currently cleared for access to the OIG network. These DLT team personnel have performed initial research for eleven (11) legacy system, database design, business process, technical documentation, testing, debugging for the new APPIAN tool, so if sole source contract for DLT Solutions LLC is deferred or denied, there will be a significant gap in support efforts for the Appian tool. A different vendor other than the original source is highly unlikely to deliver the same highly specialized services same as the DLT team due to their superior knowledge of the Audit Application system. A new competition will potentially cause substantial duplication cost to GSA OIG for unforeseen technical risks as well as time that the new vendor might spent to enhance DLT Solutions LLC. � I have determined that this action represents the best value to the Government because:� As established in Sections five and six, DLT Solutions LLC is the only company that can meet the GSA OIG�s need for Audit Application Development enhancement system.� �Pricing is found to be fair and reasonable in accordance with FAR requirements such as proposed prices received in response to the previous solicitation; market research results; comparison of proposed prices with independent Government cost estimates.� In accordance with the above, a sole source award to DLT Solutions LLC is determined to be the best value to the Government.
