- SYNOPSIS Repair and Maintenance of AIP- ECDM and HD MAHA AIP-CDM dynamometers for EPA NVFEL The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase maintenance and repair of 4 (four) AIP-ECDM dynamometers and one (1) HD MAHA AIP-CDM dynamometer for a period of one year The acquisition of this Commercial item will be subject to sole source competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519: Other measuring and controlling device manufacturing with standard size of 500 employees. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Prime One Contracting L.L.C. The EPA has identified Prime One Contracting L.L.C. as the only contractor able to meet the requirements of this acquisition as the dynamometers are controlled by DynoServe Software which is proprietary software. The Contractor will replace the load cell rod ends on both the front and rear dynamometers (MAHA Dynos D005 and D006). After replacement of the load cell rods, the dynamometers will be evaluated for OEM calibration specifications as well as the yearly tractive force calibration that complies with the EPA work instruction WI-1229. The contractor will also complete the drive verification test on the dynamometers. In addition to the repairs, the following maintenance requirements are needed on all 5 dynamometers: � Run comprehensive set of parasitic and diagnostic tests. � Establish a baseline startup for maintenance and calibration comparison. � Preform maintenance functions i.e. roll lubrication, roll cover checkout. � Reassemble dyno to the original configuration. � Preform tractive force adjustment on both front and rear dyno. Both positive and negative load verification of torque cell. � Run comprehensive set of parasitic and diagnostic tests for comparison to pre- maintenance tests. Verify operation is within operating tolerances. � Dynamometer must meet OEM specifications. � Prepare and deliver a final report of all data findings and operational test results. � All replacement parts shall meet or exceed OEM specifications. � All parts and labor will have a warranty not less than one year. The solicitation will describe and set forth all requirements for the repair and maintenance of the dynamometers. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.
