- 2 ** AMENDMENT A00009 West Haven CT VAMC Heat and Power Plant Combined Synopsis Vendor Questions and Government Answers and Updated Solicitation Due date ** Question 1: Please provide the specifications / standards required for tower water chemistry, testing, and reporting. Answer 1: 1} VHA Directive 1061 Prevention of healthcare associated legionella disease and scald injury from potable water distribution system. 2}Per-manufactures recommendation for adding corrosion inhibitor after cleaning/lay up for winter and biocide due to not running the wave system at all times ������� �- Note must �meet FDA and EPA as well VA GEAMS program. Question 2: Please confirm whether the VA will provide a venue on-site for the required annual classes or if bidders should include in their base price a venue, transportation, and accommodations for class attendees. Answer 2: All classes will be on site pertaining to equipment and hands on. Question 3: Question regarding premium, 24/7 . Where is the line for when the contractor� vs. Customer VA is responsible for the: a. Labor to fix, repair b. Material to fix, repair i. Please provide examples: Answer 3: 1} 24/7 to respond to a call for equipment on list, trouble shoot{ what happen, what s broken, and can they fix it}. 2} If parts{not covered under PM} or repair is needed then a written report shall be sent to the COR and CO to determine if a modification is required prior to work being performed. Question 4: Please confirm that spare repair parts should be included only as an add-alternate option, not in bidders' base price. Answer 4: PM Parts shall not be in the quoted price. The VA is requesting a price list for PM parts so the VA will know what to expect to pay in the event a part is needed. Question 5: Please provide the specifications / standards / acceptable vendors to allow bidders to meet the remote-dialer requirements of section 4.b. ""Emergency Online Response."" Please confirm if this same section of the RFP is void as the PM scope explicitly excludes building HVAC systems... was the intent to remotely manage the cogeneration equipment? Answer 5: The intent is to remotely manage the cogeneration equipment. The requirement to add remote managing capability of the cogeneration equipment may be added at a later date if deemed necessary by the VA. Question 6: - Will a schedule A (assessment of all operating capabilities with right to fix be provided during the first 30 days of the contract?� Answer 6: Yes, within the scope of the contract the vendor shall be allowed access to the facility at a date and time mutually agreed upon between the vendor and the COR to inspect the equipment. No repairs shall be made without written authorization from the Contracting Officer. Questions 7: Please confirm that the following items from the PWS fall under the definitions of Extended Service and Premium Coverage and as such are compensable at the hourly rates identified on the bid form subject to reviews and approvals described elsewhere in the RFP: �4) ""The VACHS shall be able to request..."", 5) ""The Contractor shall provide emergency services..."", a different 4) ""Emergency Service; The Contractor shall troubleshoot, repair or replace..."", 4a) ""Emergency On Site Response"", and 4b) ""Emergency Online Response"" and the other 4) Emergency Service (a) ""To reduce costs and distruptions..."" and (b) ""To provide faster response..."", 1.4 ""Emergency Service / Premium Coverage"" -Question was to confirm that extended service and premium coverage are to be compensated on a T&M basis above and beyond the lump sum price provided on the bid form. Can you please address this question? Vague and contradictory assertions were made at the bid walk through related to this point it is important to get a clear answer on record. Answer 7: Yes, emergency services shall be charged at an hourly rate and emergency repair items shall be billed. No work shall be performed without written consent of the Contracting Officer. RFQ Response Due date has been changed From: (xv) RFQ responses are due 13-April-2020 at 3:00 PM EST. RFQ responses must be submitted via email to: Joshua.Gallien@va.gov. Hand deliveries shall not be accepted. To: (xv) RFQ responses are due 22-April-2020 at 5:00 PM EST. RFQ responses must be submitted via email to: Joshua.Gallien@va.gov.
