- The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for Defense Threat Reduction Agency (DTRA) Permanent High Explosives Test Site (PHETS) Bituminous Surface Treatments. The overall goal of this project is to provide bituminous surface treatments for sections of roadway surrounding the DTRA PHETSA Operations Park. The bituminous surface treatments proposed include the placement of double bituminous surface treatment (DBST) also known as Double-Insulated Chip Seal or Chip Seal, which are commonly used interchangeably to describe the same process. The treatment is normally used to seal or waterproof the pavement, provide wear resistance, and increase skid resistance. All surface treatments are relatively thin coatings of material and do not add structurally to the pavement. The Contractor shall provide all required elements (material, equipment, labor, etc.) for this project. Double bituminous surface treatment (DBST) requires two or more applications of bitumen and cover aggregate. The first application of aggregate uses a coarser aggregate than the second application and usually determines the DBST thickness. The second application of aggregate partially fills the surface voids and keys into the aggregate in the first aggregate course. DBST is used on prepared base courses and on new or old pavements. DBST's with additional layers (third or more) are used to provide greater wearing resistance and some structural strength (minimal). The Contractor is urged and expected to thoroughly inspect the site where construction is to be performed in order to satisfy all parties regarding, all general and local conditions that may affect the total construction and cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site and gather necessary information constitute grounds for a claim after contract award. The Contractor is responsible for completing all work in this scope and any that is reasonably inferred to complete this project such as, but not limited to; Site Prep, Materials, Mix Design, Construction, Site Clean-up and Warranty Info.
