- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source purchase order under the authority of FAR 13.106-1 (b) only one source available. The associated NAICS code for this is 334510. The vendor will be Cortech Solutions; 1409 AUDUBON BLVD, SUITE B1, Wilmington, NC 28403. Description of equipment requirements: Near Infrared Spectroscopy: The Near Infrared Spectroscopy (NIRS) system is used to measure relative changes in hemoglobin within specific tissues. Specifically, the NIRS system measures total, deoxygenated, and oxygenated hemoglobin and the rate of change of these variables during different perturbations. This will allow us to determine if our perturbation elicits changes in metabolic capacity and microvascular function which contribute to cardiovascular (e.g. blood pressure) and physical function. Moreover, this system has the capacity to measure several other muscle groups as well as the brain, so it is robust enough to contribute significant physiological measures to all/any future studies. The device is Artinis Brand: 8 channel OxyMon NIRS, 8 Channel. As required by the research grant awarded to the Detroit VAMC R&D Section. A firm fixed price purchase order with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 pm EST on Tuesday, April 14, 2020.
