Description

The Bureau of Fiscal Service (Fiscal Service), on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to contract with OpenCorporates, Aston House Cornwall Avenue, London N3 1LF, United Kingdom, on a sole source basis. There is no competitive vendor or regulatory agency that provides these datasets. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition. The Office of Financial Research (OFR) requires corporate hierarchy/ownership tree data, which contains hierarchical ownership constructs distinguishing linkages and relationships that exist between a target entity and related entities based on parentage, subsidiaries and affiliations.�� The primary source of the data must not only be data obtained through the National Information Center Database (NIC), but also must include data on finance companies that have activities that resemble those of bank holding companies and specifically entities that are regulated by the Commodity Futures Trading Commission, the Securities and Exchange Commission, and the Consumer Financial Protection Bureau.
