- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to Peraton Inc. to provide an annual software maintenance for Open System Common Environment for Test (OS/COMET) software license. NAVSOC currently uses OS/COMET software to conduct Telemetry, Tracking, and Commanding (TT and C) of the following satellite constellations: Fleet Satellite (FLTSAT), Ultra high Frequency Follow-On (UFO) Satellite Spacecraft, Polar EHF Communication Packages, and Mobile User Objective System (MUOS). OS/COMET resides at Naval Satellite Operations Center (NAVSOC), Point Mugu, CA, NAVSOC Detachment Delta Colorado Springs, CO, Detachment Alfa, Prospect Harbor Maine, and Detachment Charlie, Finegayan, Guam. Peraton annual software maintenance will encompass providing OS/COMET software updates and fixes to NAVSOC as well as providing customer service to NAVSOC�s software development team. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). See Note 22. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 30 April 2020 via email to julius.limcolioc@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for an annual software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
